Spain's PREE tertiary programme, funded by the FNEE and managed by IDAE, provides grants for energy rehabilitation of existing non-residential service buildings to cut final energy use and support the PNIEC 2030 target. Applications run through regional calls of each autonomous community and the cities of Ceuta and Melilla, and works must be completed by 31 December 2030.
About this grant
The PREE terciario programme is a grant scheme funded by the Fondo Nacional de Eficiencia Energética (FNEE) and managed by IDAE, the Spanish Institute for Energy Diversification and Saving. It aims to promote energy rehabilitation works in existing tertiary-sector (non-residential service) buildings in order to reduce final energy consumption and contribute to the energy-saving obligation under Article 8 of Directive (EU) 2023/1791 on energy efficiency. The programme responds to the fact that the existing building stock consumes roughly 30% of final energy in Spain, and that improving energy efficiency in tertiary buildings is a priority measure in the Plan Nacional Integrado de Energía y Clima (PNIEC) 2023-2030, which sets a target of energetically rehabilitating five million square metres by 2030. Eligible buildings are those mainly used for the purposes listed in letter e) of Article 3(1) of Royal Decree 390/2021 on energy performance certification of buildings. The total envelope is 200,000,000 euros. The Council of Ministers authorised the amount on 29 July 2025, and the Sectoral Energy Conference approved the territorial distribution among the autonomous communities and the cities of Ceuta and Melilla in December 2025. Funds are therefore channelled through regional calls, and the autonomous communities and cities are responsible for verifying correct execution of the works and ensuring compliance with national and European rules. The page directs applicants to the regional calls of each autonomous community for access to the programme and to a list of eligible actions. The works must be completed no later than 31 December 2030 to count toward the savings target.
