About this grant
The Center for Rural Affairs offers Housing Development Loans to support the development of affordable and workforce housing in Greater Nebraska. The program finances both new construction and rehabilitation projects that might not otherwise happen. Since beginning in 2024, the Center has lent $4.6 million to five projects in four communities, leveraging $8.5 million in additional capital and supporting the development of 50 housing units. The program expects to deploy $7 to $10 million in housing development construction loans over the next two years. Loans support a range of activities including new construction of owner-occupied or rental housing in communities with demonstrated workforce housing needs, substantial repair or rehabilitation of dilapidated housing stock where rehabilitation costs exceed 50% of the unit's assessed value, upper-story housing development, and rehabilitation involving conversion of existing buildings into housing. The program works with both nonprofit and for-profit developers, as well as emerging and established developers.
