Innovative Renewable Energy Program Grant
In context
This call is open to startups, small and medium-sized businesses and large companies and 5 others, at prototype and pilot stage and scale-up and mature. Funding is a grant. Coverage is read from the notice itself: Spain.
This Spanish state grant funds innovative renewable energy and storage projects across five sub-programmes: agrivoltaic installations, floating solar on inland water bodies, solar/wind/hydro on infrastructure, collective self-consumption with vulnerable-consumer benefit, and renewable heat pumps. Non-repayable grants are awarded competitively to projects that have not yet started, with final payment upon verified execution and investment certification.
About this grant
The Programa ENERGÍAS RENOVABLES INNOVADORAS is a Spanish state incentive line run by IDAE, the Institute for Energy Diversification and Saving. Its second call, issued by Resolución de 18 de diciembre de 2025, funds innovative renewable energy and storage projects, along with the deployment of renewable thermal systems. The call is financed under the Recovery, Transformation and Resilience Plan (PRTR) through NextGenerationEU. The page states that the budget was increased by a 4 June 2026 IDAE Board resolution from €202.5 million to €368.5 million. The call keeps five sub-programmes. Programme 1 supports agrivoltaic installations with storage, where crops keep priority over the solar structure. Programme 2 supports floating photovoltaic installations of at least 500 kWp on artificial inland water bodies such as reservoirs, mining ponds and irrigation basins, with storage. Programme 3 supports photovoltaic, wind and hydro installations of at least 200 kWp on infrastructure such as airports, ports, canals, roads, desalination plants, landfills, water treatment plants and rehabilitated mining sites, with storage. Programme 4 supports collective self-consumption with storage in buildings, with at least 10% of the energy directed to vulnerable consumers, to tackle energy poverty. Programme 5 supports renewable heat pump installations, with a minimum capacity of 500 kW or 70 kW for residential community associations. Aid is a non-repayable grant (subvención a fondo perdido) awarded through competitive concurrence. It is paid definitively once project execution is verified and the investment certified. Projects must not have started before the aid application is submitted, and they must meet the do-no-significant-harm (DNSH) principle. The grant intensity is set out in a section of the page that is cut off in the source text, so the amount per project is not available here. Applications were submitted electronically through the IDAE electronic headquarters. The window ran from 12:00 on 14 January 2026 to 12:00 on 19 February 2026, both times peninsular Spanish time. The regulatory bases (Orden TED/765/2024, amended by Orden TED/1444/2025) remain in force until 31 December 2028.

Eligibility
Eligible beneficiaries are legally and validly constituted legal persons, whether public or private, that carry out the activity justifying the aid and meet the requirements of the order, the call and any award resolution. Groupings of such entities that lack legal personality may also apply, and all members of such a grouping are treated as beneficiaries. Comunidades de propietarios (Spanish horizontal property community associations) may apply, but only under Programmes 4 and 5. Projects may be located anywhere in Spanish territory. Projects must not have started before the application is submitted, and must comply with the DNSH principle. Each programme also has minimum capacity thresholds, described under the full description. Group applications are allowed for individual installations above 15 kWp belonging to the same beneficiary, provided they reach the programme's threshold.
How it's scored
Applications are assessed competitively. The page states that the assessment considers economic criteria, the maturity of the proposal, and the positive externalities of the project. No numerical weightings or panel composition are given on the page.

Relevant sectors
About this sector
Renewable energy funding covers solar, wind, hydropower, geothermal and bioenergy, from early research to grid-scale deployment. Public money tends to back demonstration, grid connection and access to energy in emerging markets, while procurement notices buy installation, operation and maintenance. Calls often ask for proof of resource assessment, permitting progress and local partners.
