About this grant

The Local Fund for Adaptation in Guadeloupe (FLAG) 2.0 is a financing mechanism created by ADEME Guadeloupe within the European SystR (Horizon Europe) project. It supports climate adaptation projects in Guadeloupe that promote systemic resilience across agriculture, food systems, biodiversity, and tourism sectors. The fund brings together multiple institutional and financial actors to enable co-financing and leverage complementary local adaptation funding. Projects are encouraged to respond to multiple climate vulnerabilities, generate benefits across multiple sectors or ecosystems, foster cooperation between actors, and avoid maladaptation. Concrete solutions target impacts including droughts, high temperatures, floods, hurricanes, and coastal erosion, potentially drawing on nature-based solutions, technologies and innovations, governance and cooperation approaches, or behavioral and practice changes. The first edition (2023) mobilized nearly one million euros for six agricultural projects through joint funding from ADEME, Région Guadeloupe, the Departmental Council, the Water Authority, and the Banque des Territoires.

Eligibility

Applicants must be legal entities based in Guadeloupe, including businesses, local governments, public establishments, associations, and other public or private structures. Eligible actors include individual farmers or farmers organized in cooperatives and federations, tourism operators (hoteliers, restaurateurs, tourism offices), sectoral federations, territorial collectivities and inter-municipal public cooperation establishments (EPCI), public industrial and commercial establishments (EPIC), enterprises including start-ups providing innovative sustainable solutions for climate resilience in targeted sectors, research centers and institutes, and associations.
