About this grant

The Fondo Nacional de Eficiencia Energética (FNEE) was established by Law 18/2014 to finance national energy efficiency initiatives, in line with Article 20 of Directive 2012/27/EU as amended by Directive (EU) 2018/2002. It is attached to the Ministry for the Ecological Transition and the Demographic Challenge through the Secretariat of State for Energy and is managed by IDAE, as set out in Article 73 of Law 18/2014 as amended by Royal Decree-law 23/2020. The Fund's resources finance economic and financial support mechanisms, technical assistance, training, information and other measures that raise energy efficiency across sectors. Collectively these measures are meant to help Spain meet the national energy-saving obligation under Article 8 of Directive (EU) 2023/1791, which the page puts at 53,593 ktep of cumulative final energy savings for 2021-2030. Spain combines an obligation system with alternative measures to meet that target. Gas and electricity retailers and wholesale petroleum and LPG operators must make minimum annual financial contributions to the FNEE and may meet the remainder of their obligation by voluntarily surrendering Energy Saving Certificates (CAE). Annual savings targets and obligation shares are set by ministerial order after agreement in the Government's Delegated Committee for Economic Affairs. A Monitoring and Control Committee, chaired by the Secretary of State for Energy, oversees the Fund. The page also publishes the FNEE Strategic Plan for 2024-2026 and the annual action plans for 2024 and 2025, approved by resolution of the Secretariat of State for Energy. The specific grant programmes funded through the FNEE (for example PREE building rehabilitation, MOVES mobility, and industrial efficiency programmes) are listed on the page but are described on separate pages.
