About this grant

The Landelijke verplaatsingsregeling veehouderijen met piekbelasting (Lvvp) is a voluntary Dutch national scheme that subsidises livestock farms to relocate from locations that contribute heavy nitrogen deposition on overloaded Natura 2000 areas to new locations where there is more room for agriculture. The scheme is part of the nitrogen approach (stikstofaanpak) targeting roughly 3,000 farms that cause most nitrogen deposition on Natura 2000 areas. Eligibility to apply depends on the existing location having nitrogen deposition of 2,500 mol or more, verified with the AERIUS Check. Eligible costs (excluding VAT) include moving buildings, facilities and animals to the new location (100%); acquiring or replacing buildings at the new location, including associated process costs such as notary, transfer tax, cadastre, fees, structural inspection and translation (up to 100%); demolition of buildings at the old location (100% up to EUR 45 per square metre); modernisation of buildings and facilities at the new location (65% up to EUR 100,000, or 80% for young farmers); and hiring independent experts such as a broker, accountant, business adviser, bank, valuer, architect or builder (95% up to EUR 25,000). Not eligible are, among others, transfer tax on voluntary land exchanges, remediation of soil, transfer of the farmhouse, takeover of movable facilities, wage costs, and any increase in production capacity at the new location. Work may only start after the application has been submitted, and at the applicant's own risk. Applications are assessed for completeness first, then on substance, with a lottery applied on days when demand exceeds the available budget. Decisions are issued within 8 weeks of a complete application, extendable by up to 8 weeks.

Eligibility

Open to livestock farms (veehouderijen) whose existing location falls under the piekbelasting approach, regardless of animal species. The farm must relocate to a location in the Netherlands or another EU Member State. The new Dutch location must not fall under the piekbelasting approach, verified via AERIUS Check using full use of the current permit. The new farm must start operating within 2 years of grant award and complete the relocation within 3 years, with all works at the old site finished. Applicants must be SMEs (mkb-verklaring), must not have received other subsidy for relocating or ending the livestock farm, and must keep an administration of the relocation for at least 10 years after subsidy determination. Applicants must log in via eHerkenning at level 3 with RVO services authorisation. Applications may be filed by an authorised representative. Application window: 6 January 2025 09:00 to 30 November 2027 17:00 (Dutch time).

How it's scored

Applications are checked for completeness first; incomplete applications are excluded from the lottery and complete applications take priority over incomplete ones for budget allocation. Substantive assessment checks compliance with scheme rules. When demand exceeds the remaining budget on a given day, complete applications received that day are ordered by lottery. No scoring weightings or panel composition are described.
