About this grant

SSEB Innovatie: Haalbaarheidsstudie is a feasibility-study subsidy under the Dutch Subsidieregeling Schoon en Emissieloos Bouwmaterieel (SSEB, Clean and Zero-Emission Construction Equipment scheme), administered by RVO for the Ministry of Infrastructure and Water Management. It supports the early-stage assessment of innovative zero-emission construction machines and the charging infrastructure for them, helping applicants decide whether a project is worth pursuing before developing it further. The study examines the strengths and weaknesses of a project, its opportunities and risks, what is needed for development, and the likelihood of success. Eligible costs include wages, materials and tools, and services from third parties such as other companies. Up to 25% of the subsidised costs may be testing costs. A feasibility study may last at most 6 months, with an extension of up to 3 months available. Applicants may first test a project idea with RVO using a project idea form and then refine it in a model project plan. Completed studies may be followed by a Project experimentele ontwikkeling (experimental development) under the same scheme. The projects must develop or deploy zero-emission construction machinery powered by battery, lead-free, fuel cell (non-fossil hydrogen carriers), mono-fuel hydrogen combustion engine, or grid power via cable. Machines do not need to appear on the SSEB machine list. Emission reduction via SCR catalyst retrofits may fall under the separate SSEB Retrofit scheme. Completion requires a final report within 4 months of project end, and changes to the project must be reported. The page reports that the SSEB Innovatie programme had a total budget of EUR 1,000,000 for this call period (1 March to 30 October 2026), with EUR 929,712 awarded and EUR 87,840 pending. It is shown as closed for applications.

Eligibility

Applicants must be businesses established in the Netherlands, including single companies, collaborations of companies, and collaborations of companies with NGOs or public-funded research organisations such as universities. Applicants must have sufficient own funds or financing for the project. In a collaboration, one partner must be appointed as lead applicant (penvoerder), which must be a company, and it handles contact with RVO and distributes the subsidy. Applicants or a project partner must have experience in technical product development or in deploying construction machinery. Companies in financial difficulty are not eligible, and collaborations in which a participant is in difficulty may also be excluded; a 'not in difficulty' declaration is required from every participating company. The project must focus on zero-emission construction machinery of the listed types. No prior-recipient restriction is stated.

How it's scored

Applications are assessed on a first-come, first-served basis according to the date on which the application is complete. Projects must meet the scheme requirements to receive subsidy, and funding continues until the budget is exhausted. A subsidy decision is issued within 13 weeks, including an assessment of the project. No scoring weights, criteria matrix or panel composition are described on the page.
