About this grant

STUDI (Studies voor Duurzame Industrie) Waterstof en groene chemie is a Dutch RVO subsidy that funds feasibility and environmental studies for industrial CO2-reduction technologies involving hydrogen, hydrogen carriers, renewable electrons, electrolysers and electrochemical processes. The studies are primarily desk-based (literature review, market exploration, competitor analysis, permitting and legal feasibility, business case, pre-engineering and parts of FEED) and are meant to prepare an investment decision for a follow-on pilot, demonstration or mature-technology project that must cut CO2 emissions within about 10 years. Three study types are covered: feasibility studies preparing a pilot project (for example a DEI+ pilot), environmental studies preparing a demonstration project or a mature-technology investment (for example a DEI+ demonstration or VEKI project, aligned with AGVV environmental investment aid), and comparable studies for investments outside the AGVV, which are funded under de-minimis rules. Eligible study topics include hydrogen and hydrogen-carrier transport and storage, industrial use of renewable hydrogen and green electrons, hydrogen production by renewable electrolysis, and production of electrolyser components. Limited test work is allowed only where needed to answer feasibility questions for the investment decision. Studies dominated by industrial research or experimental development are not funded. Applicants are advised to submit a project idea form for advice before applying. The programme is administered by RVO and funded by the Ministry of Economic Affairs and Climate, linked to the Klimaatakkoord and the GroenvermogenNL investment programme.

Eligibility

The applicant must be an enterprise in the industry sector, defined by CBS SBI codes in main groups B, C, D (energy distribution only) or E, and RVO decides whether the activity qualifies. An enterprise may apply alone or as part of a collaboration, and at least one enterprise in the application must be able to use the study results and intends to invest in the follow-on project. Municipalities and provinces may participate but cannot receive subsidy. Research organisations participating in a collaboration require a signed cooperation agreement before the study starts. No enterprise in the collaboration may be a firm in difficulty under AGVV. Studies last up to one year for requests up to EUR 1 million and up to two years above that. Comparable studies require a de-minimis declaration and are capped at EUR 300,000 per enterprise over three years, or per participant in a collaboration over three years. Applicants must use eHerkenning at assurance level 3 with RVO-services authorisation at eH3. Applications were open from 18 May 2026 to 31 March 2027.

How it's scored

Applications are assessed on quality of the study, including the approach and methodology, handling of risks, feasibility, the participating parties, and how effectively and efficiently the available funds are used. Applications are rejected if more than half the study consists of test work aimed at product or process improvement, if the applicant already received subsidy for the follow-on project (except SDE++), if the follow-on project steps are insufficiently described, if the technology is not sufficiently innovative for a pilot or demonstration preparation, or, for environmental and comparable studies of mature technologies, if the payback period of the investment exceeds five years. Subsidy covers up to 50% of eligible costs for large enterprises and research organisations, 60% for medium-sized enterprises and 70% for small enterprises.

Key requirements

  • ✓Applicant must be an entrepreneur operating in the Dutch industrial sector
  • ✓Funds a feasibility study for an innovative pilot or demonstration project, not the full project itself
  • ✓Project should help reduce CO2 emissions by 2030 at low cost, with applications accepted 18 May 2026 to 31 March 2027

About this sector

Hydrogen and e-fuels funding supports electrolysers, production plants, storage, transport and end uses in industry, shipping and aviation. Support is often tied to low-carbon production standards and offtake from named users. Calls commonly ask for a site, a supply of renewable power and a consortium that covers production through to demand.
