Subsidie Omschakeling Plasticverwerkers 2026 (SOPV)
In context
This call is open to small and medium-sized businesses and large companies, at prototype and pilot stage. Funding is a grant. Coverage is read from the notice itself: Netherlands.
This Dutch RVO subsidy helps businesses that process polymers into plastic semi-finished or finished products run production tests to use more bio-based or recycled plastic. Applications are open from 6 October to 15 December 2026.
About this grant
The Subsidie Omschakeling Plasticverwerkers 2026 (SOPV), officially the Tijdelijke subsidie omschakeling naar verwerking circulaire plastics 2026, co-finances production tests in which Dutch plastic converters and compounders incorporate more circular plastics (post-consumer recyclate or bio-based polymers) into their own products or compounds, replacing fossil plastics. The aim is to help businesses bear the extra costs of meeting circular plastics norms and to accelerate the transition to a circular economy, with funding drawn from the Circular Plastics NL (CPNL) budget within the Nationaal Groeifonds. The subsidy covers 75% of eligible costs, with the applicant funding the remaining 25%. The maximum grant is EUR 25,000 per application, for one or more production tests. Eligible costs include own labour at a fixed rate of EUR 60 per hour, equipment costs where identifiable, consumed materials and tools, and third-party costs supported by quotes. Marketing, sales and training costs are excluded. Changes for 2026 include allowing production tests on elastomers and thermosets, and compounding or processing of compounds in composites, which were not eligible previously. Applicants must submit a short project plan describing the test, the compounds or products involved, the higher circular plastic percentage, and a start and end schedule, along with a budget and a de minimis declaration. Applications are assessed in order of receipt; if funds are oversubscribed, a lottery among complete applications received on the closing day determines processing order. Decisions are targeted within eight weeks, extendable once. Tests may begin on the applicant's own risk after submission, and a test report must be kept for at least five years for possible inspection.

Eligibility
Applicants must be compounders (businesses adding additives or fillers to polymers to achieve desired properties) or converters (businesses processing polymers or compounds into plastic semi-finished or finished products). The company must be active in European Netherlands with a production location there, and its products must reach the Dutch market or be intended for export. Recyclate used in the test may originate from outside the Netherlands. The test must be carried out at the applicant's Dutch site, must replace fossil plastics with post-consumer recyclate or bio-based polymers (bio-based defined as at least 25% by polymer mass from biological feedstock), and the circular share must be substantially higher than current practice. Each applicant may receive the subsidy only once in this application round. Applications are rejected where the applicant, or a group company, previously received STCB or SOPV funding for the same test with the same polymer type or product application. Applicants must log in with eHerkenning at level 2+ with RVO-diensten authorisation, and an intermediary may be authorised. Applicants must also provide a de minimis declaration.
How it's scored
Complete applications are assessed in order of receipt. If requests exceed the available budget, a lottery among all complete applications received on the day the budget is exhausted determines the processing order. Only complete applications are reviewed, and all mandatory attachments, including quotes for third-party costs, must be included. The page does not describe a scoring rubric, weightings or a panel composition.

About this sector
Circular economy funding supports reuse, repair, remanufacturing, product redesign and secondary materials markets. Grants tend to back pilots with businesses and local authorities, while tenders buy collection, sorting and recovery services. Applicants are usually asked to show the material flows involved and who will buy the recovered output.
