Any person established in the territory of a member state of the European Union, or within the framework of international agreements, on the territory of any other state covered by such an agreement, and wishing to construct and operate a production unit on French territory may participate in this competitive procedure. Subject to articles L. 2224-32 and L. 2224-33 of the French General Code of Local Authorities, applicants must be legally established entities able to demonstrate financial health and technical capacity. The programme is available across all French regions.
