Οι προτεραιότητες Ι και ΙΙ επικεντρώνονται στην ενίσχυση της ενεργειακής αυτονομίας στα νησιά μέσω της αξιοποίησης Ανανεώσιμων Πηγών Ενέργειας (ΑΠΕ) και συστημάτων αποθήκευσης. Περιλαμβάνεται η εγκατάσταση φωτοβολταϊκών συστημάτων σε συνδυασμό με μπαταρίες για την κάλυψη των αναγκών τελικής χρήσης, καθώς και η ανάπτυξη σταθμών ΑΠΕ με επενδυτική στήριξη. Επιπλέον, προβλέπεται η ενίσχυση για την εγκατάσταση υβριδικών συστημάτων που συνδυάζουν διαφορετικές μορφές ΑΠΕ, καθώς και η τοποθέτηση αυτόνομων συστημάτων αποθήκευσης ενέργειας για μεγαλύτερη ευελιξία και ασφάλεια εφοδιασμού.
