About this tender

The buyer, the University of Economics in Wrocław (Uniwersytet Ekonomiczny we Wrocławiu), is procuring a comprehensive thermal modernisation of its facilities under an Energy Performance Contract (EPC). Part 1 covers Building A/A1 at ul. Komandorska 118/120, 53-345 Wrocław. The selected contractor will carry out the full project, including: (1) an ex-ante audit to meet the requirements of the co-financing agreement; (2) securing the financing needed for the investment part; (3) preparing complete design and execution documentation based on the functional-utility programme, including obtaining the necessary administrative decisions and approvals on the buyer's behalf; (4) performing all construction and installation works, including technological commissioning, in line with the design and the Polish Building Law Act of 7 July 1994; (5) an ex-post audit to meet co-financing requirements; and (6) monitoring energy consumption and controlling and programming heating and electrical installations to achieve the energy savings declared in the bid over the EPC term. The buyer will provide access to the buildings and pay the contractor a fee whose final amount depends on the energy savings achieved. The fee is intended to be co-financed from the FEnIKS 2021–2027 programme (Fundusze Europejskie na Infrastrukturę, Klimat i Środowisko), priority 'Improving energy efficiency in public utility buildings (with RES installation)', pilot area for EPC/ESCO-model projects. The assumed minimum EPC term is 7 years: a 2-year investment phase followed by a 5-year management phase. Preliminary scope, schedule and Part 1 description are in Annex 1 to the notice (OPIW). The procedure uses competitive dialogue. The detailed scope of works, technical solutions, financing model, payment rules and allocation of tasks and risks will be fixed in the Specification of Contract Conditions (SWZ) after the dialogue and the buyer's evaluation of bidders' proposed solutions.

How bids are scored

Not disclosed in the notice extract. The buyer states that the final scope, technical solutions, payment rules and risk allocation will be set in the SWZ after the competitive dialogue, based on the solutions proposed by bidders and the buyer's analysis and selection.
