About this tender

The Département du Val-de-Marne is procuring a Marché Global de Performance (global performance contract) for the rehabilitation and reconstruction of the Saint-Exupéry secondary school (collège) in Vincennes. The contract covers design, construction and maintenance of the works for 8 years. The works comprise: complete rehabilitation of buildings A and D and part of building B (existing structures retained only); construction of a new building on the site of the demolished building E; reconstruction of the dismantled part of building B identically, reusing as much as possible the façade materials removed during dismantling (dismantling is outside this contract); and complete redevelopment of the outdoor spaces. The contract includes a firm tranche (tranche ferme) and an optional tranche (tranche optionnelle). The consultation specifically seeks guaranteed, quantified performance objectives, notably for energy efficiency and environmental impact. Performance monitoring will cover energy consumption, summer comfort in the building, and indoor air quality in classrooms used by pupils. A whole-life cost analysis of the building and energy systems will be one of the selection criteria. The project must show operating and maintenance costs and energy consumption relative to planned use.

How bids are scored

A whole-life cost (coût global) analysis of the building and energy systems is stated as one of the elements for choosing the project. No price/quality split or weightings are disclosed in the available text.

Key requirements

  • ✓Complete rehabilitation of buildings A, D, and part of B; new construction on site E; reconstruction of building B with facade material reuse
  • ✓8-year performance guarantee with quantified energy-efficiency, summer comfort, and indoor air-quality targets
  • ✓Whole-life cost analysis of building and energy systems; detailed operating and maintenance cost forecasting; energy consumption modelling

About this sector

Sustainable buildings funding covers low-energy new build, deep retrofit, building performance data and healthier indoor environments. Public owners procure design and works through tenders, while grants support innovation and community schemes. Bids are usually judged on measured performance, cost and delivery experience in occupied buildings.
