SNCF RESEAU
In context
This is a contract notice published by a state-owned enterprise covering the supply of goods. Bids are invited through an open procedure. Delivery covers France and the European Union (Europe). It is classified under Electric Mobility, Energy Efficiency and Engineering and Infrastructure against the sustainability taxonomy rather than matched on keywords.
SNCF Réseau is procuring hybrid thermal-battery locomotives for medium-power rail operations across the French network, with delivery starting 2032 at ~20 per year. Bidders must be established rolling-stock manufacturers capable of designing polyvalent, low-emission locomotives meeting French rail gauges, ETCS Level 2, and 15-year support.

About this tender
SNCF Réseau is procuring hybrid locomotives (combining thermal and battery traction) together with their support elements. The support elements include technical and maintenance documentation, spare parts, specific tooling, and after-sales service. The locomotives are intended to let SNCF Réseau operate them and have their maintenance performed in-house or by a third party. The first locomotives are expected from 2032, with a planned delivery rate of about 20 locomotives per year, rising to a maximum of 30. The locomotives will perform hauling, shunting, and worksite tasks (measurement or works), including in tunnels and dense urban areas, where emissions must be particularly low. They must also tolerate long idle periods of up to 6 weeks. The locomotive must be versatile and able to access the whole French rail network (excluding lines equipped only with TVM) autonomously. This requires compliance with the G1 loading gauge, a maximum axle load of 20 tonnes in MVD, and a maximum locomotive mass of 80 tonnes. The traction chain must be hybrid and capable of running on thermal power alone, on battery alone, or in combined mode. The locomotive must be fitted with KVB speed control and ETCS level 2. The contract also covers the technical and maintenance documentation, an initial set of spare parts, specific tooling, and after-sales service, with an option for additional spare-parts purchases over a 15-year period.
Key requirements
- ✓Hybrid thermal-battery drivetrain, capable of operating on either fuel or battery alone
- ✓Polyvalent design accessing entire French rail network (G1 gauge, ≤80 tonnes, ≤20 tonnes per axle)
- ✓ETCS Level 2 and KVB speed-control systems; low emissions for tunnel and dense-zone operations
- ✓Technical documentation, maintenance support, spare parts, and 15-year after-sales service
- ✓Delivery cadence ~20 per year (scalable to 30); first locomotives from 2032; resilience to 6-week idle periods

About this sector
Electric mobility funding supports electric vehicles, charging infrastructure, battery supply chains and fleet transition for buses, vans and trucks. Public authorities buy vehicles and charge points through tenders, while grants back pilots and manufacturing. Applicants usually need site plans, grid capacity checks and an operator for the finished assets.
