HVK:n sopimus sähköntuotannon tuotantovarauksesta päättyy vuoden 2026 lopussa. Sopimuskauden päättyessä HVK:lla on tarve uuden vastaavan, tai vastaavantyyppisen tuotantovarausmenettelyn hankinnasta. Hankinta perustuu huoltovarmuuslain (1390/1992) 13 §:ssä säädettyyn tuotantovarausjärjestelyyn. HVK:n tavoitteena on luoda tuotantovarauskokonaisuus, joka koostuu useista tarkoitukseen sopivista laitoksista, sekä yhdestä kokonaisuutta ylläpitävästä toimijasta (operaattori).
