About this tender
The Landeshauptstadt Wiesbaden (Hauptamt) is procuring Fachplanung Technische Ausrüstung (technical building services design, HOAI 2013 as amended in 2021, Teil 4, Abschnitt 2, §§ 53–56, ALG 4–6) for the new Haus der Vereine in Igstadt, Wiesbaden. The project replaces the former fire station on Hauptstraße/Lindenplatz, a 1920s building that is structurally outdated. A new-build variant was chosen, with planning starting in March 2020, a preliminary design completed in September 2021, a design phase (LP 3) delivered in December 2022, and a revised cost estimate in May 2023. The scope covers HOAI service phases (Leistungsphasen) 5 to 9 as basic services (Grundleistungen), plus special services (Besondere Leistungen) defined in the contract draft (Anlage VgV_10_HDV_ELT_Vertragsentwurf). Planning elements include a ground-source-free air-to-water heat pump with buffer storage, a ventilation system for the assembly room in an integrated wall unit, a PV system integrated into the timber roof structure with its electrical room, and barrier-free access. The building is three storeys: ground floor with an assembly room and entrance, upper floor with the Igstadt museum and a creative room, and a basement with a youth room, technical room and club storage. Key milestones are: detailed design (LPH 5) in Q3 2027, tender preparation (LPH 6) and tender participation (LPH 7) in Q4 2027, site supervision (LPH 8) in Q1 2029, and property management and documentation (LPH 9) in Q1 2033. The works are planned to be awarded trade by trade. Basic-service fees are based on HOAI 2013 (2021 version), and bidders may offer discounts or deviations from the fee ranges, stated as a percentage and absolute amount. Special services are paid as a lump sum based on the bidder's offer. The stated calculation basis is the estimated net construction costs, with anrechenbare Kosten of EUR 95,505.10 (KG 440), EUR 17,849.22 (KG 450) and EUR 38,000.00 (KG 460), totalling about EUR 151,354.32 net. These are cost-basis figures, not the contract value.
