About this tender
The tender covers self-monitoring (Eigenkontrolle) services for seven secured contaminated sites (gesicherte Altlasten) in the Hamburg city area: Altablagerung Pollhornweg, Altablagerung Eckerkoppel, Altablagerung Havighorster Moor, Altablagerung Brümmer, Deponie Georgswerder, Altablagerung Neuhöfer Straße and Altablagerung Moorfleeter Brack. The long-term monitoring programmes aim mainly at reliable functional and effectiveness control of the securing structures, in particular the surface sealing systems. The main services include on-site hydraulic measurement programmes to monitor the retention fluid bodies beneath the contaminated sites (measuring retention water levels, oil levels and oil layer thicknesses) on a quarterly to annual cycle, with increased occupational safety requirements. Groundwater level measurements are also required, to a lesser extent. A further focus is weekly or fortnightly on-site hydrological measurement series for cover systems, including runoff measurements (surface and drainage water), precipitation measurements and test field measurements at Deponie Georgswerder. Landfill gas is to be measured at five sites. Simple maintenance work is to be carried out as needed alongside the measurements. Annual area inspections must be coordinated and carried out for six of the secured sites, and annual reports in a prescribed structure must be prepared for each site. All required services are described in detail in seven technical specifications (Pflichtenhefte) attached to the bill of quantities. The contract is to be concluded by mid-September 2026. The execution period covers a three-year measurement period from 01.04.2027 to 31.03.2030, including preparation of annual reports for the financial years 2027/2028, 2028/2029 and 2029/2030.
Key requirements
- ✓Hydraulic on-site measurements of impoundment water, oil levels and oil layer thickness quarterly to annually, with heightened occupational safety standards
- ✓Weekly or biweekly hydrological measurements of cover systems (runoff, drainage, precipitation), landfill gas measurement at five sites, and annual site inspections for six sites
- ✓Annual reports per site in a prescribed format, with a contract to be signed by mid-September 2026 and execution from April 2027
