About this tender

Stange kommune is procuring a framework agreement (rammeavtale) for emptying septic tanks (slamavskillere) and sealed tanks (tette tanker) within the municipality. The municipality is legally required to empty these under Norway's Pollution Control Act (forurensningsloven) § 26 and local regulation on mandatory emptying of small wastewater facilities (minirenseanlegg, slamavskillere og tette tanker). The contractor (Renovatøren) will empty all wastewater solutions in Stange not connected to the public sewer network that are covered by the local regulation. Emptying must comply with applicable laws, regulations and contract documents. The framework gives the customer the right, but not the obligation, to award call-off orders. The customer is not required to purchase any specific quantity during the agreement period. Estimated annual scope is about NOK 5.0 million excl. VAT, totalling NOK 30.0 million excl. VAT over the agreement's lifetime. The contract runs from 01.01.2027 to 31.12.2032, a six-year term. The procurement is an open procedure under the Norwegian public procurement act (LOA, 2016 no. 73) and regulation (FOA), implementing Directive 2014/24/EU. It is not EU-funded, is in a single lot, and is performed in Innlandet county (NO020). Electronic submission via Mercell is mandatory, and electronic invoicing (eFaktura) is required.

Bidder eligibility

Mandatory grounds for exclusion apply under the LOA, covering final convictions (no more than five years old, or any exclusion period still in force) for corruption, fraud, money laundering or terrorist financing, participation in a criminal organisation, terrorist offences, child labour and human trafficking, and failure to pay social security contributions or taxes. Selection criteria are set out in the ESPD (European Single Procurement Document); specific thresholds are not given on the notice page and must be checked in the tender documents on Mercell. Reserved participation: none.
