Bidder eligibility

Economic and financial standing: a declaration of global turnover in the relevant field of activity over the three most recent available financial years. The criterion is met by bidders whose average annual turnover is equal to or greater than the total base budget of the lots or items bid for. Where a bidder has a valid reason it cannot provide the usual references, it may demonstrate economic and financial solvency by other documentation the Institut Català de la Salut considers appropriate. Technical and professional standing: a list of the main services performed in the last three years, stating amounts, dates and public or private recipients. Only services of the same or similar nature to the contract object count. They must be evidenced by certificates issued or endorsed by the competent body where the recipient is a public-sector entity, or by a certificate from the private buyer or, failing that, a declaration by the bidder. The criterion is met where the bidder shows average annual services of at least half the total base budget of the lots bid for, in the relevant field. The contract is not restricted to special employment centres or insertion companies, and it is not restricted to protected employment programmes. There is no social reserve.
