About this tender

Ringsted Forsyning A/S is procuring a total delivery (totalleverance) for digital water and heat meters and data collection, intended to ensure stable collection and delivery of consumption data for billing and operational optimisation. The scope covers delivery and installation of new water and heat meters during an implementation period, new data collection infrastructure, a data collection system, transfer of existing meters to the new infrastructure, delivery of new water and heat meters outside the project as a pure goods purchase, and operational services. The implementation period is about 4 years and includes replacing approximately 6,700 water meters and approximately 2,640 heat meters. The implementation is divided into stages. In Stage 1 the supplier establishes the new data collection infrastructure and implements the collection system, while meters are replaced continuously according to the contracting authority's replacement plan. The total supplier is responsible for collecting data at the agreed intervals and to the agreed quality. After the implementation period ends with a completed and approved operational test, the supplier's services move to operation, support and maintenance, plus hosting agreements for the collection system (Annex 5). For leased solutions, operation, support and maintenance of the data collection infrastructure also apply (Annex 2 requirements specification and Annex 5 operational services). Throughout the contract, the supplier also offers sale of meters that the contracting authority will install itself. The current stock is about 9,000 water meters and 5,000 heat meters, and the authority estimates the total could reach 20,000 meters over the contract period. The contract includes a labour clause requirement.

Key requirements

  • ✓Supply and installation of ~6,700 water meters and ~2,640 heat meters over 4-year implementation period
  • ✓Design, build and operate data-collection infrastructure and remote-reading system with guaranteed data quality and agreed intervals
  • ✓Transition existing meters to new infrastructure; ongoing supply of meters for self-installation by buyer
  • ✓Operations, maintenance, support and hosting of data system post-implementation; work-clause compliance mandatory

About this sector

Energy efficiency funding covers building retrofits, industrial process upgrades, heat recovery, efficient equipment and demand reduction. It arrives as grants for audits and capital works, as support schemes run by agencies and utilities or as public tenders for retrofit and energy services. Applicants usually need a baseline of current energy use and a measured saving.
