About this tender
The Autobahn GmbH des Bundes – NL West (Montabaur) is procuring environmental planning expert services (naturschutzrechtliche Fachbeiträge) for the building-law approval of the replacement construction of the farm-road bridge BW 5912 637 (Ersatzneubau der Wirtschaftswegebrücke) on the A 61 near Rheinböllen, Rhineland-Palatinate. Scope comprises the landscape management plan (Landschaftspflegerischer Begleitplan, LBP) and the species protection contribution (Fachbeitrag Artenschutz), building on a faunistic planning-area analysis already prepared. Key concerns include construction-related habitat loss at the abutments and in the construction-site areas, and disturbance from construction traffic in adjacent woodland and hedgerow access routes, against a pre-existing strong disturbance from the A 61. The procurement is conducted as an open tender under UVgO § 8 and is electronic-only (text form, advanced or qualified electronic signature). Lot splitting is not used; bids must cover the total service. Variant bids are not permitted. Execution period runs from 15 January 2027 to 10 November 2027, with individual deadlines set out in the contract terms. Bid binding period ends 14 January 2027.
Bidder eligibility
Mandatory exclusion grounds apply under GWB §§ 123–124 (criminal convictions, insolvency or liquidation, serious professional misconduct, unpaid taxes or social security contributions), declared via the Eigenerklärung zur Eignung form. Bidders must be registered with the employers' liability insurance association (Berufsgenossenschaft) and be authorised and professionally qualified to perform the service. Professional or business liability insurance minimum: EUR 1.5 million for personal injury and EUR 1.0 million for other damage (property/financial), with annual maximum cover at least twice these sums; proof may be requested later. References: at least six comparable completed services in the last five years, specifically 3 LBP references and 3 Fachbeitrag Artenschutz references. Key personnel: at least two named persons (project lead and deputy), each holding a completed university or Fachhochschule degree (Bachelor/Master/Dipl.-Ing.) in landscape management, landscape planning, biology or equivalent, with proof of experience and degree certificates submitted with the bid. Newcomer firms lacking references must justify their competence and submit personal references of responsible staff from the last three years, or use a suitability loan (Eignungsleihe). Bidders must use the buyer's prescribed bid forms; incomplete forms may lead to exclusion. Consortia are encouraged, especially for small offices.
