About this tender
Hankintaan sisältyy Lahden ja Hollolan pohjavesien yhteistarkkailuun (jatkossa ”yhteistarkkailu”) liittyvät pohjavesi-, huokosilma-, huokosvesi-, jätevesi-, pintavesi- ja hulevesinäytteenotot sekä pohjaveden pinnankorkeusmittaukset, näytteiden analyysipalvelut, tulosten toimijakohtainen väli- ja vuosiraportointi ja vuosikoosteen laadinta. Näytteistä määrällisesti eniten otetaan pohjavesinäytteitä. Lisätyönä voidaan hankkia muuta näytteenottoa, analyysipalveluita sekä näiden raportointia. Hankinnan tilaaja on Lahden kaupunki, ja tarkkailua koordinoi ympäristöpalveluiden yksikkö. Hankinta on jaettu kahteen erilliseen osa-alueeseen. Palveluntuottajat voivat antaa tarjouksen joko toisesta tai molemmista osa-alueista. Osa-alueet ovat: 1. Lahden ja Hollolan pohjavesien yhteistarkkailun näytteenotto- ja raportointipalvelut (jatkossa ”näytteenotto- ja raportointipalvelut) ja 2. Lahden ja Hollolan pohjavesien yhteistarkkailun analyysipalvelut (jatkossa ”analyysipalvelut”). Jos palveluntuottaja antaa tarjouksen molemmista osa-alueista, tulee tarjouksessa eritellä osa-alueet erikseen siten, että tarjoukset ovat muiden tarjousten kanssa vertailukelpoisia. Tarkempi kuvaus hankinnan kohteesta on tarjouspyynnön liitteillä. Lahden kaupungin hallinnoima pohjavesien yhteistarkkailu on aloitettu vuonna 2019, ja toisen kilpailutuskauden hankintasopimukset ovat voimassa sovitun optiovuoden mukaisesti 31.12.2026 (analyysipalvelut) ja 28.2.2027 (näytteenotto ja raportointi) asti. Nyt kilpailutetaan yhteistarkkailun kolmas kausi vuosille 2027–2029. Uuden toimintakauden hankintasopimukset alkavat 1.1.2027. Kautta voidaan jatkaa kahden vuoden optiokaudella vuosille 2030–2031. Pohjavesien tarkkailu edellyttää pitkän aikavälin seurantaa ja tulosten vertailukelpoisuutta. Kolmen vuoden sopimuskausi sekä kahden vuoden optiokausi turvaavat tarkkailun jatkuvuuden, mahdollistavat kustannustehokkaan toteutuksen ja antavat hankintayksikölle mahdollisuuden arvioida palvelun laatua ennen optiokauden käyttöönottoa. Uuden toimintakauden suunnittelussa ja yhteistarkkailun kehittämisessä ovat olleet mukana yhteistarkkailua hallinnoivan Lahden kaupungin lisäksi Hollolan kunta, Hollolan vesihuoltolaitos ja Lahti Aqua Oy. Yhteistarkkailun ympäristönäytteenotto on pääasiassa pohjavesinäytteenottoa, johon sisältyy myös pohjaveden pinnankorkeuden mittaus.
