About this tender

Innkjøpskontoret AS, on behalf of Rakkestad kommune, is procuring a contract for the raising, removal and environmentally sound destruction of abandoned boat wrecks in the Oslofjord, as listed in Appendix 3 of the tender documents. The procurement is an open procedure under the Norwegian Public Procurement Act (anskaffelsesloven) and Directive 2014/24/EU, classified under CPV categories for salvage and raising (berging og heving), ship dismantling, and waste handling and transport. The estimated value is NOK 2,800,000 excluding VAT, plus the value of any options. The buyer states that the total estimate is above the EEA threshold. The volume is an estimate and is not binding on the buyer. The buyer reserves the right to make additional purchases (tilleggskjøp) from the contractor, as described in the price schedule. The buyer also reserves the right to cancel the competition, including for budgetary or political reasons. The contract covers a specified delivery location in Østfold county (NO083), including the boat at Lislebyveien 115A and Lislebystranda. The contract period runs from 15 December 2026 to 30 November 2027. The procurement has a strategic objective of reducing environmental impact. The buyer has assessed that no apprentice requirement applies under section 5h of the Act, because the main element of the contract does not involve work where skilled-trade certificates are relevant. Tender submission is electronic only, through the Artifik e-tendering platform. Tenders may be submitted in Norwegian. Information about restricted documents is available on the platform.

Bidder eligibility

Mandatory exclusion grounds apply under Directive 2014/24/EU and Norwegian national law, including bankruptcy or insolvency, corruption, participation in a criminal organisation, fraud, money laundering or terrorist financing, child labour and human trafficking, terrorist offences, breaches of environmental, social or labour law, unpaid taxes or social security contributions, grave professional misconduct, and conflict of interest. Norway also has national exclusion grounds, which are described in the tender documents. Bidders must declare whether they fall under any of these grounds. Technical/economic requirement 1 (tax and VAT compliance): bidders must have settled tax and VAT obligations. Norwegian suppliers provide an attestation (RF-1507) ordered via altinn.no. Foreign suppliers provide an equivalent certificate from their competent authority covering VAT, taxes and social security contributions. The certificate must not be older than 4 months at the tender deadline. A supplier that has already submitted a valid tax certificate to the buyer does not need to resubmit it, but must state when and to whom it was provided. Economic and financial capacity: bidders must demonstrate sufficient economic capacity to perform the contract. The buyer will assess this through Proff Forvalt (www.forvalt.no) and may request supplementary information. If a bidder relies on another company to meet this requirement, that company's economy is assessed in the same way, and the buyer may require commitment declarations, bank guarantees or similar documentation.
