Agder Renovasjon IKS is procuring emptying of septic tanks and sewer manholes (slamavskillere) in the municipalities of Arendal, Froland and Grimstad, covering approximately 2,100–2,300 units per year. Bidder eligibility

Mandatory exclusion grounds apply under the ESPD, including corruption, fraud, money laundering, terrorist offences, child labour and human trafficking, breaches of environmental, labour or social law, grave professional misconduct, conflicts of interest, prior serious contract breaches, unpaid taxes or social security contributions, and bankruptcy, insolvency or creditor arrangements. Purely national exclusion grounds also apply in Norway. Selection criteria: (1) Enrolment in a relevant professional register and a lawfully established company, documented by a company certificate (firmaattest); foreign bidders must provide an equivalent extract from their national register. (2) Economic and financial capacity: annual accounts including the auditor's assessment (latest annual report to Brønnøysundregisteret), and a credit rating from an officially approved credit rating agency no older than 3 months from the tender deadline, showing minimum creditworthy status. Parent company guarantees or other security may be accepted as alternatives. (3) Technical references: relevant experience from comparable services in the last 3 years, documented with a description of assignments, the client, value, timing and a contact person. (4) Quality management: ISO 9001 certification or equivalent quality management system covering the services; the bidder must document equivalence if not certified.

How bids are scored

Award criteria are weighted as follows: - Price (40%): weighted tender sum based on the price schedule (prisskjema 2.3). - Quality, understanding of the assignment (30%): organisation, logistics and transport solutions (20%); data solutions, registration routines and subscriber/client service (5%); backup arrangements for personnel and vehicles/equipment (5%). - Climate and environment (30%): climate-friendly fuel use, such as biogas or electric vehicles (20%); binding, concrete environmental measures beyond minimum requirements (10%). Total: 100%. The price/quality split is 40/60, with the 30% climate and environment element included within the non-price weighting.
