About this tender
The contracting authority, Агенция "Пътна инфраструктура" (Road Infrastructure Agency), is procuring a contractor to design and implement green infrastructure measures that improve connectivity between fragmented habitats of reptile species. The procurement is funded under Priority 3 "Biodiversity" of the Environment Programme 2021-2027, and this notice covers Stage II of the project. The target species are Hermann's tortoise (Testudo hermanni), spur-thighed tortoise (Testudo graeca), four-lined snake (Elaphe quatuorlineata), Caspian terrapin (Mauremys caspica), Caspian whip snake (Elaphe sauromates), and leopard snake (Zamenis situla). Works are to take place in three Natura 2000 sites: BG0001031 "Rodopi-sredni", BG0001032 "Rodopi-iztochni", and BG0001023 "Rupite - Strumeshnitsa". Interventions are to be carried out on republican road network sections within these sites, using reptile crossing structures (defragmentation facilities). The scope has three main deliverables. Stage I is preparation of a Technical Report for implementing green infrastructure measures, in the form and content set out in the Assignment (Annex A). Stage II is physical implementation of the green infrastructure measures, based on design solutions prepared by the contractor and approved by the contracting authority. Stage III is a warranty-period activity covering repair and adaptation of existing reptile passages during guarantee periods. The contractor is also responsible for all other activities needed to complete the subject matter, including warranty maintenance of the completed facilities. Works will be carried out only at the locations listed in Annex No. 1 ("List of target sections, measures, locations"), following the measures and requirements specified there. Additional design solutions outside Tables 1, 2 and 3 of that list may be required if identified during site inspection. The contracting authority states that the activities do not constitute construction under the Spatial Development Act, so an investment project approval and building permit are not required. Preliminary field surveys were already conducted by the Managing Authority with a structural engineer and a herpetologist. All contract risks not expressly allocated to the contracting authority fall to the contractor and cannot justify extending the contract term or increasing its price. Expected contract duration is not stated on the page.
