About this tender
The buyer, Serveis Municipals Sant Quirze, SL (SQVaigua), is tendering a framework agreement for maintenance, repair and renewal works on the potable water supply and distribution network of Sant Quirze del Vallès, Catalonia, for the 2026-2029 period. The contract is classified as works (CPV 45000000-7, with secondary CPVs 45232150-8 and 45232151-5 for water-distribution pipeline and water-main refurbishment works). The framework covers both urgent interventions and planned works. For urgent interventions, the awarded contractor must have its homologated team on site within a maximum of three hours of the SQVaigua technical manager reporting the incident. Planned urgent works are scheduled with SQVaigua technicians within a maximum of one month and follow SQVaigua's protocol. The framework is expected to award up to 30 individual contracts at a rate of one per month, with a maximum of three operators participating. The contract is not divided into lots, with the buyer citing Article 99.3.b) of the Spanish public procurement law (LCSP) because coordinated execution would be technically compromised by splitting the scope. Pricing is unit-price based, using the price tables in Annex 4 of the technical specifications, with a 13% general expenses and 6% industrial profit already included. Bidders apply a single percentage discount to all unit prices, which also extends to Aigües de Barcelona 2023 price-base items where applicable. Price revision is not foreseen, and VAT is applied at 21%. Duration is three years (execution window 28/02/2027 to 28/02/2030), with one optional one-year extension. Modifications are not foreseen, and variants are not admitted. The offer validity period is six months. The procedure is open, ordinary, under the Spanish LCSP, with an electronic digital envelope and separate sealed envelopes for value-judgement criteria (B) and objectively assessable criteria (C).
