Bidder eligibility

Economic and financial solvency (art. 87.1.a LCSP): (1) turnover declaration for the last three available financial years, where the best single year must be at least 75% of the estimated contract value (approximately EUR 90,000); and (2) civil liability insurance for professional risks with cover equal to or greater than the estimated contract value (EUR 120,000). Evidence: filed annual accounts in the Commercial Registry or equivalent, or, where not obliged to file, legalised accounting books or a tax agency certificate showing turnover. Technical and professional solvency (art. 89 LCSP): list of principal supplies of same or similar nature delivered in the last three years, where the cumulative annual amount in the peak year must be at least 75% of the estimated contract value (approximately EUR 90,000). Evidence: certificates issued or endorsed by the competent authority when the recipient is a public-sector entity, or certificates from private recipients or, failing that, a business declaration. Certificates must state amount, dates and recipient. Correspondence with the contract object is judged by matching the first three digits of the CPV codes or by a duly justified equivalent nature. The bidder must have activity directly related to the object and an organisation with sufficient personnel and material resources.

How bids are scored

Award is based on multiple criteria. Price carries 60 points. Automatic (formula-based) criteria carry 40 points in total: extended warranty (ampliació de garantia) 10 points, and after-sales service and technical assistance 30 points.
