Original: El objeto del presente contrato, de acuerdo con el artículo 99 de la Ley de Contratos del Sector Público, es el suministro, instalación, puesta en marcha y garantía de una trituradora específica para residuos voluminosos y para la fracción vegetal (FV) destinada a la Planta de Residuos Voluminosos de Reus, con una capacidad y prestaciones adecuadas para atender una planta con un tratamiento anual aproximado de 4000 toneladas de residuos voluminosos y para complementar la trituración de la FV para la reducción del volumen y transporte en la planta de compostaje. El contrato incluye la entrega del equipo, transporte, montaje, pruebas de funcionamiento, formación al personal y período de garantía y mantenimiento inicial, así como las especificaciones técnicas mínimas necesarias para asegurar la compatibilidad con los procesos de la planta de voluminosos, la mejora de la compactación y prensado de los voluminosos y el aumento de la capacidad y calidad del triturado de la FV. About this tender

The Ajuntament de Reus is procuring the supply, installation, commissioning and warranty of a dedicated shredder for bulky waste and for the vegetal fraction (FV) at the Reus Bulky Waste Plant (Planta de Residus Voluminosos). The machine must handle roughly 4,000 tonnes per year of bulky waste and also reduce the volume of the vegetal fraction before transport to the composting plant. The equipment must be new. The scope covers delivery, transport, assembly, functional testing, staff training, and an initial warranty and maintenance period. Minimum technical specifications are set to ensure compatibility with the bulky waste plant's processes, to improve compaction and baling of bulky waste, and to increase the capacity and quality of FV shredding. Delivery is to the Planta de Voluminosos, Carrer Santiago Rusiñol, 62, Agro-Reus industrial estate, Reus, and transport costs are borne by the contractor. Delivery period is a maximum of 9 months from the day after contract signing. Bidders may offer shorter delivery times. No extensions, modifications, or price revision are foreseen, and variants are not admitted. The contract is single-lot, justified under Art. 99.3 b) LCSP on grounds of technical coordination. The notice was amended by Decree 2026023612. The reference to Euro VI (Regulation (EC) 595/2009) was replaced with Stage V under Regulation (EU) 2016/1628 for non-road mobile machinery, in the technical specifications section on required technical characteristics. The amended specifications document was published with the amendment decree.

Bidder eligibility

Economic and financial standing: (1) Annual turnover in the best of the last three closed financial years of at least EUR 510,000, evidenced by approved and filed annual accounts. (2) Professional risks liability insurance with cover of at least EUR 500,000, in force until the bid submission deadline. Bidders may instead commit in their bid to take out this insurance if awarded, to be effective within the 10 working days required by Art. 150 LCSP. A binding commitment to renew or extend cover for the whole contract period is also required. Technical solvency: a list of the main supplies of the same or similar nature delivered in the last three years, including amount, dates and recipient. Supplying at least two shredders of similar characteristics to the object of the contract in the last three years is deemed sufficient. Evidence is by certificates from the public recipient, or a private recipient certificate or, failing that, a sworn declaration with supporting documentation. Social and contractual conditions: contractors must comply with subcontractor payment deadlines and with applicable sector and territorial collective agreements, and with workplace safety obligations. Penalties are set out in clause 23 of the administrative specifications. General execution conditions include ethical conduct, no anti-competitive practices, and confidentiality.

How bids are scored

Award is by the open procedure with two electronic envelopes. Total score is 100 points, all from objective (automatic) criteria. No judgment-based criteria are used (0 points). Price: 50 points. Other automatic criteria: 50 points, made up of: - Reduction in delivery time: up to 6 points (2 / 4 / 6 points for 2 / 4 / 6 months' reduction). - Loan of external shredding equipment during the period: up to 6 points (2 / 4 / 6 points for 1 / 2 / 3 months). - Extension of warranty: up to 6 points (2 / 4 / 6 points for 3 / 6 / 12 months). - Technical improvements: up to 15 points, including adjustable drum shaft speed, automatic greasing, larger hopper, +10 kW minimum power, autonomous mobility, heavier outer and hopper plates with anti-wear finish, improved shaft and cutting element materials, magnetic separator specs, built-in compressor, and a single control console. - Safety improvements: up to 13 points, including self-protection against improper items, acoustic warnings, dust-suppression humidification, built-in fire extinguisher, smoke detectors, and ease of access. - After-sales: up to 4 points for delivering two sets of replacement cutting blades. The price and automatic criteria total 100 points.
