The Ens d'Abastament d'Aigua Ter-Llobregat (ATL) is procuring the supply of potassium permanganate used for pre-oxidation of water in the drinking-water treatment processes at the Ter water treatment plant (ETAP Ter) and the Llobregat water treatment plant (ETAP Llobregat). The tender is an open, harmonised supply contract (CPV 24314100-9, Potassium permanganate), with unit pricing and delivery in ES511 (Barcelona). The contract is divided into two lots that bidders can be awarded separately: Lot 1 for ETAP Ter (base budget EUR 727,500 excl. VAT) and Lot 2 for ETAP Llobregat (base budget EUR 485,000 excl. VAT). A single bidder may be awarded at most one lot. Total base budget excluding VAT is EUR 1,212,500, and the total estimated contract value, including modifications, is EUR 1,455,000. VAT at 21% is additional. The contract runs for 24 months from the date of formalisation. No extensions are foreseen, but modifications are foreseen (see PCAP section U). Price revision is not foreseen. The tender includes a special environmental execution condition favouring audiovisual means (such as videoconferencing) for contract follow-up meetings and incident monitoring, where feasible. Bid validity is 6 months. Variants are not admitted. Electronic ordering, electronic invoicing and electronic payment are used.

Bidder eligibility

Economic and financial standing: minimum annual business volume (annual accounts as proof). Lot 1: EUR 1,091,250 (approx. USD 1,200,375). Lot 2: EUR 727,500 (approx. USD 800,250). Technical capacity: list of main supplies of the same nature provided in the last three years, with certificates or declarations of good quality production. Lot 1: minimum EUR 509,250 (approx. USD 560,175). Lot 2: minimum EUR 339,500 (approx. USD 373,450). Bidders must comply with the requirements of the PCAP and PPT. The European Single Procurement Document (DEUC) applies. Companies must be registered as applicable, and the ATL supplier registration instruction (Instrucció alta empreses, Gestor Expedients PLYCA) is referenced in the tender documents. Offers may be submitted in Catalan or Spanish. Provisional guarantee is not required. Definitive guarantee is 5% of the awarded contract value.

Award is based on multiple criteria for each lot: price weighted 90 points (automatic evaluation) and other automatically evaluated criteria weighted 10 points ('other qualitative criteria' in the notice). Criteria subject to value judgment carry 0 points. Total possible score is 100. The technical and economic envelopes are assessed separately, with the economic envelope (Sobre B) opened publicly at a later stage.
