About this tender

The Ajuntament de Deltebre is procuring the execution of works for an environmental improvement project and the creation of a climate refuge ("refugi climàtic") at Plaça Europa in Riumar (Deltebre, Tarragona). The detailed scope and conditions of the works are set out in the Project, which, together with the Administrative Clauses Specifications (PCAP), governs the contract. The contract is classified as works (CPV 45220000-5, engineering and construction works) and is not divided into lots, on the grounds that splitting it would hinder technical coordination under Art. 99.3.b) LCSP. The works specified in the award criteria include a permanent textile canopy of 350 m², an installation of a self-cleaning public toilet, rubber safety pavement of 80 mm in children's play areas, an increase in planting within the square, and yellow concrete identification letters with LED lighting. The tender is subsidised under the LEADER programme and co-financed by the EAFRD. The contract runs for 5 months of execution. Price revision is not foreseen, and no extensions, modifications or variants are foreseen or admitted. A 5% definitive guarantee applies. The contractor must comply with social and environmental execution conditions, including gender-equality and anti-harassment measures, compliance with sectoral collective agreements, and environmental obligations covering waste, emissions, noise and vibration, with full liability for emissions, spills and waste generated during execution.

Bidder eligibility

Economic and financial solvency: the bidder's annual business volume in the best of the last three closed financial years must be at least 1.5 times the estimated annual contract value (VEC). Evidence: annual accounts. Technical solvency: the bidder must provide a list of the main works of the same or similar nature to the contract object executed in the last five years. The cumulative annual amount in the best execution year must be at least 70% of the VEC. Evidence: certificates of good execution/quality. The contract is not reserved to special employment centres or insertion companies, and no sheltered-employment or professional reservation applies. Offers and applications must be drafted in Catalan or Spanish. Appeals: ordinary administrative appeal under Law 39/2015, with contentious-administrative jurisdiction before the Tribunal d'Instància de Tarragona.

How bids are scored

Total of 100 points, split as follows: - Price: 40 points (scoring formula in section AA of the PCAP summary table). - Other automatic evaluation criteria: 60 points, allocated as: - Permanent textile canopy, 350 m²: 22.91 points - Self-cleaning public toilet installation: 17.18 points - 80 mm rubber pavement in children's play equipment: 13.46 points - Increase in square planting: 3.58 points - Concrete identification letters in yellow with LED light: 2.87 points - Criteria subject to value judgment: 0 points. The price/quality split is therefore 40/60, with the quality component fully automatic.
