Hydrogen Efuels tenders to watch, June 2026

Government procurement rarely gets the attention it deserves from early-stage founders and small organisations focused on sustainability. That's partly a branding problem: tenders feel bureaucratic, slow, and written for large contractors. But the economics are different from grants in ways that matter. A well-scoped contract can be worth ten times a typical innovation grant, it recurs (frameworks especially), and the pipeline runs continuously rather than in annual sprint rounds. Public procurement calendars don't pause in August or reset in January. Opportunities open and close throughout the year, which means missing one cycle rarely means waiting twelve months for another.

For hydrogen and efuels specifically, procurement is also a policy signal. When a government department or multilateral agency puts budget behind a feasibility study or a research programme, that tells you something about where political commitment sits, not just where aspirations are written in a strategy document.

The contracts

Nepal integrated cement, green hydrogen and urea production plant feasibility study

The UN Secretariat is commissioning a comprehensive feasibility study for an industrial decarbonisation project in Nepal that bundles cement manufacturing, green hydrogen production, and urea synthesis into a single integrated facility. The study scope covers industrial process design, hydrogen technology integration, circular-economy linkages, and project development considerations specific to the South Asian context.

This is squarely aimed at engineering consultancies or multi-disciplinary consortia. Solo advisers without demonstrated hydrogen process experience are unlikely to pass prequalification. Geographic familiarity with Nepal or the South Asian regulatory environment is explicitly relevant. The procurement method has not been published, so prospective bidders should monitor the notice directly for clarification.


Fraunhofer Hydrogen Lab Görlitz: engineering design and infrastructure planning

Fraunhofer-Gesellschaft is running an open tender for engineering design and infrastructure planning services at the Hydrogen Lab Görlitz, situated on the Siemens Energy innovation campus in eastern Germany. The contract covers integrated infrastructure planning, structural design, utility coordination, and compliance with ZBau public building procedures for a facility valued at €4.1 million.

This is a German-law procurement running under EU thresholds and rules. Eligible bidders should be engineering firms or consortia registered in the EU with direct experience in ZBau compliance procedures and laboratory or industrial research infrastructure. The open procedure means any qualifying firm can submit a tender without prior selection.

European energy infrastructure interconnectivity research (Zukunft – Umwelt – Gesellschaft)

Zukunft – Umwelt – Gesellschaft gGmbH (ZUG), a German federal implementing agency operating under the Federal Environment Ministry, is procuring research and consultancy services to analyse European energy infrastructure interconnectivity requirements for energy-intensive basic-materials industries. The study will include scenario modelling and the development of a multi-sectoral interconnectivity index covering hydrogen, power, and gas network integration across EU member states.

The procurement method is not yet confirmed. The ideal bidder is a research or consulting organisation with command of industrial energy systems, cross-border grid and pipeline infrastructure planning, and quantitative scenario modelling. German language capability is likely to be a practical requirement, given the buyer and scope.


Ireland eSAF commercial feasibility assessment (Department of Transport)

Ireland's Department of Transport is procuring consultancy services to assess the commercial viability of Ireland as a location for Power-to-Liquid electro-Sustainable Aviation Fuel (eSAF) production by the mid-2030s. The study will compare Ireland against other EU member states and the UK across factors including renewable energy resource, infrastructure, regulatory environment, and production economics.

The procurement method has not been confirmed. The ideal bidder has a combination of sustainable aviation fuel expertise, Power-to-Liquid process knowledge, and comparative European market assessment capability. Given the explicit UK comparison, consultancies with cross-border EU and UK practice are well positioned. This is a relatively near-term policy study rather than a long technical programme, so smaller consulting firms with the right sector depth can compete credibly against larger generalist contractors.


Industrial Decarbonisation Research Programme (DESNZ)

The UK Department for Energy Security and Net Zero is procuring a research consortium to deliver a multi-workpackage evidence programme on industrial decarbonisation. The programme covers fuel switching (which includes hydrogen), energy efficiency, carbon capture and removal, and lifecycle assessment methodology development. DESNZ has published an estimated contract value of approximately $5.86 million (roughly £4.6 million at current rates).

This is an open procedure, so any qualifying research organisation or consortium can submit. Given the multi-workpackage structure, the programme is explicitly designed for consortium bids: a single research institute covering all workpackages would be unusual. Smaller specialist organisations focused on, say, hydrogen fuel switching or LCA methodology have a realistic path in as consortium partners, even if leading the whole contract is beyond their capacity. DESNZ procurement requires bidders to meet minimum insurance thresholds and to demonstrate prior experience of delivering policy-relevant research at comparable scale.

How tenders differ from grants

Submitting a tender is materially different from writing a grant application. Procurement notices typically require a formal expression of interest or pre-qualification questionnaire before you see the full specification, and the clock between notice and closing date can be as short as three weeks for lower-value contracts. You will need current proof of insurance (professional indemnity at minimum, public liability for any on-site work), references from comparable contracts, and sometimes audited accounts.
