PACTE Industrie is an ADEME programme that funds studies and coaching to help industrial companies plan and finance the decarbonisation and energy transition of their sites and groups. It aims to train and support industrial firms so they move from diagnosis to investment decisions, accelerating low-carbon and energy-transition projects. First, energy management: opportunity studies on the energy mix at site level (energy efficiency, waste heat recovery, renewables, electrification and hydrogen), which require an energy audit under four years old or an energy review under three years old, plus global studies combining a non-regulatory energy audit with an energy-mix opportunity study, and PRO-SMEn premiums to implement ISO 50001 energy management systems. Second, decarbonisation strategy: ACT 'pas à pas' support to build an ambitious group-level decarbonisation strategy and transition plan (requiring a greenhouse gas inventory under two years old), low-carbon investment trajectories (TIBC) with financial quantification of emission gains, combined Strategy and Low-Carbon Investment Trajectory (STIBC) support, and ACT evaluation studies assessing alignment with the Paris Agreement, limited to climate mitigation. Third, transition financing: tailored coaching across up to five modules covering technical-economic risk analysis, financial and extra-financial profitability, identification of financing modes and subsidies, internal roles and responsibilities, and structuring collective decarbonisation projects; this requires prior completion of the PACTE Industrie financing training. Applicants must use service providers listed under PACTE Industrie or ACT initiative. Applications are filed through the ADEME Agir platform, with supporting documents including technical and financial annexes, a financial health certificate, company registration and bank details. Eligibility
The programme is open to all industrial companies (entreprises industrielles), with eligibility determined by NAF industrial activity codes listed in an official spreadsheet. Services must be delivered by providers referenced under PACTE Industrie or ACT initiative. The study must not have started or been commissioned before application. Prerequisites vary by module: an energy audit under four years old or energy review under three years old for energy-mix studies (global studies are available without prerequisite), a GHG inventory under two years old covering all significant emission sources for ACT strategy work, an energy audit and at least scope 1 and 2 GHG inventory for investment trajectories, and completion of the PACTE financing training for financing coaching. The aid is available in all regions. The 2026 call runs from 1 January 2026 to 31 December 2026 and is described as an ongoing aid.
