About this grant

The Fonds vert – Territoires d'industrie en transition écologique is an ADEME call for projects that funds structuring industrial investment projects with significant positive territorial, ecological and socio-economic impacts. It aims to support the industrialisation of strategic value chains for the ecological transition. The programme has two components. Volet 1, the main component, finances structuring and environmentally ambitious industrial investments, such as exemplary projects in environmental protection and resource management, decarbonisation, or use of bio-based materials, that contribute to the emergence, strengthening or reindustrialisation of key industrial value chains for the ecological transition. Volet 2, a secondary component, finances skills-development investments (production schools, training centres, technical platforms) needed to build those value chains. To be eligible, projects must be located within the perimeter of a Territoire d'industrie 2023-2027 and must be backed by the relevant Territoire d'industrie as coherent with its industrial strategy. Projects must show a minimum eligible expenditure of EUR 400,000, with a lower threshold possible for projects in Corsica or the French overseas departments and regions. Applications are filed through the government's démarche numérique platform, with an AGIR account required. Supporting guides cover expenditure categorisation, filing procedures and EU state aid rules, along with a 2026 accompaniment handbook for project holders and reviewing services.

Eligibility

The scheme is aimed primarily at private companies carrying out industrial development projects, which are the main project owners. Employer groupings with legal personality, associations and training bodies such as training organisations, CFAs, universities and lycées are eligible as secondary project owners, particularly for the skills projects under Volet 2. Projects must be located within the perimeter of a Territoire d'industrie 2023-2027 and be supported by that territory. Minimum eligible spending is EUR 400,000, with a lower threshold allowed in Corsica and the overseas departments and regions. The page states that the scheme is open across all Regions. Applicants must comply with EU state aid rules.

How it's scored

The page does not describe scoring criteria, weightings or panel composition. Eligibility depends on the project's location within a Territoire d'industrie, support from that territory for consistency with its industrial strategy, and the environmental ambition of the investment. Full assessment rules are in the programme's accompaniment handbook, which is not reproduced on this page.

About this sector

Industrial decarbonisation funding helps heavy industry cut emissions through electrification, fuel switching, process change and efficiency. Support is often capital-intensive and tied to a specific site, with feasibility studies leading to larger deployment calls. Applicants need emissions baselines, engineering studies and a plan to keep production running during the change.
