About this grant

DECARB FLASH 2025-2027 is a call for projects run by ADEME under the France 2030 investment plan. It funds mature, rapidly deployable technical solutions that decarbonise diffuse industry by cutting greenhouse gas emissions and rationalising energy consumption. Projects must reduce the greenhouse gas emissions of the beneficiary site, notably by lowering fossil fuel consumption in industrial processes, industrial utility equipment, or the insulation of industrial buildings, at the project site identified by its SIRET. Eligible actions must fall under one or more of five themes: recovery of industrial waste heat, energy efficiency of processes, energy mix change through electrification, insulation of industrial buildings (excluding Overseas territories and Corsica), and self-consumption photovoltaics (Overseas territories and Corsica only). The cumulative total cost of a project's actions must be between 100,000 EUR (25,000 EUR in Corsica and the Overseas territories) and 3 million EUR, measured as eligible CAPEX excluding recoverable taxes. Before filing, applicants must complete preliminary requirements: an energy audit less than four years old, or an opportunity study on low-carbon energy mix change (PACTE Industrie), or an ISO 50001 energy review, plus feasibility or sizing studies for each action where relevant. A mandatory pre-filing meeting with the regional ADEME referent is also required, based on a completed technical pre-filing template. Supporting documents include the latest tax return, bank details, a financial health certificate and a technical-financial workbook. Applications are submitted through the Agir platform, which requires an account.

Industrial sites must not be subject to the EU Emissions Trading System (EU-ETS), except SMEs and intermediate-sized enterprises (ETI), which may be subject to it. The applicant must provide the energy audit or equivalent preliminary study for the site, and a technical referent from the project must attend the mandatory pre-filing meeting. If an external engineering firm leads the project, a representative of the industrial applicant must also attend. Eligible action types are limited to the five thematic areas, and the cost thresholds apply. The call is open from 10 April 2025 and closes on 15 June 2027.

Key requirements

  • ✓Projects must be located in France and fall within the listed eligible categories (waste-heat recovery, steam system measures, electrification of industrial equipment, insulation).
  • ✓Eligible solar projects are limited to self-consumption or off-grid installations in Corsica and the French overseas territories.
  • ✓Application deadline is 15 February 2027; amounts depend on project type.

About this sector

Industrial decarbonisation funding helps heavy industry cut emissions through electrification, fuel switching, process change and efficiency. Support is often capital-intensive and tied to a specific site, with feasibility studies leading to larger deployment calls. Applicants need emissions baselines, engineering studies and a plan to keep production running during the change.
