ISDE: Warmtepomp woningeigenaren Grant
In context
This call is open to individuals. Funding is a grant. Coverage is read from the notice itself: Netherlands. The funder accepts early-stage applicants.
The ISDE subsidy from RVO funds hybrid and full heat pump installations in owner-occupied Dutch homes. It is open to homeowners applying for heat pump subsidies with applications accepted through 31 December 2030.
About this grant
ISDE (Investeringssubsidie duurzame energie en energiebesparing) is a Dutch government subsidy for homeowners who install a new (hybrid) heat pump to heat their home or domestic hot water. The scheme supports the energy transition by reducing fossil-fuel heating in existing housing. The page states that the minimum subsidy is EUR 500 for a (hybrid) heat pump, and the actual amount depends on the type of heat pump chosen. A separate Meldcodelijst (list of approved heat pumps) indicates likely subsidy amounts for listed products. The subsidy covers only new heat pumps. Second-hand or used units are excluded, and heat pump dryers are not funded. The installation must be carried out by a construction installation company, not by the homeowner. The application must be submitted within 24 months of installation. The property must have been built before 1 January 2019, or the environmental permit must have been applied for before 1 July 2018. From 2026, split air-water heat pumps with a refrigerant charge under 3 kg and a GWP above 750 are no longer eligible, following EU rules on greenhouse gas emissions. Separate, lower subsidy amounts apply to a second or subsequent air-water heat pump installed in 2026, including where a first heat pump already received subsidy in 2025 or earlier. Heat pumps bought in 2024 but installed in 2025 or 2026 may qualify for the 2024 amount if proof of 2024 purchase is supplied. Applicants must provide the heat pump's meldcode or, if none exists, a product description and technical documentation. They also need an invoice and proof of payment showing purchase date, amount and payment dates, the installation date, and the addresses and contact details of the homeowner and installer or supplier. Applications require DigiD (app or SMS verification). Homeowners who also insulate within 24 months may receive a doubled subsidy for the insulation measure.

Eligibility
Applicants must be homeowners (woningeigenaren) of a residential property in the Netherlands. The heat pump must be new, used for space heating or tap water heating, and installed by a construction installation company. The property must have been built before 1 January 2019, or its environmental permit must have been applied for before 1 July 2018. The subsidy application must be made within 24 months of installation. Applicants need DigiD. Businesses and SME users are directed to a separate ISDE page for business heat pumps.
How it's scored
The page does not describe a competitive scoring or panel evaluation. Applications are assessed against the listed technical and administrative conditions, including whether the heat pump is on the approved list or supported by adequate technical documentation, whether the installation and property conditions are met, and whether the required documents are supplied. Applications that do not meet these conditions are rejected.
