ISDE: Warmtepomp zakelijke gebruikers Grant
In context
This call is open to small and medium-sized businesses, large companies and non-profits and 4 others. Funding is a grant. Coverage is read from the notice itself: Netherlands.
This RVO subsidy from the Dutch ISDE scheme funds the purchase of (hybrid) heat pumps for business users in the Netherlands, with applications accepted up to 31 December 2030. It is aimed at companies and other organisations that want to replace fossil-fuel heating with heat pump systems.
About this grant
The ISDE scheme for business users (zakelijke gebruikers) subsidises the purchase and installation of heat pumps, including hybrid heat pumps, in existing buildings in the Netherlands. The grant aims to accelerate the energy transition of non-residential buildings by replacing fossil-fuel heating. Applicants must apply for the subsidy before accepting a supplier's or installer's quote, and the heat pump must be newly manufactured, installed in the Netherlands by a certified building installation company, and kept for at least one year after subsidy settlement. Installation must occur within 24 months of the subsidy decision. For heat pumps up to 70 kW, the unit must carry at least an A++ energy label from 1 January 2024. Heat pumps above 70 kW, and heat pump boilers, are exempt from this label condition, but applicants must submit product descriptions and technical documentation with the application since such units are generally not on the published heat pump list. A separate spreadsheet calculator is provided for heat pumps above 70 kW, including cascade systems up to 500 kW total capacity. From 2026, split air-water heat pumps with a refrigerant charge under 3 kg and a GWP above 750 are no longer eligible, reflecting EU greenhouse gas rules. Applicants must select a meldcode from the published list where available, and settlement (vaststelling) must be requested within 13 weeks of installation.

Eligibility
Open to business users (zakelijke gebruikers) who own or use a non-residential or business building in the Netherlands and install a heat pump there. Air-water heat pumps are only eligible if the location's annual electricity use is below 50,000 kWh and gas use below 25,000 m3 in the preceding year, unless the gas connection has been or will be disconnected; water-water and groundwater heat pumps are exempt from this energy-use condition. The building must have been constructed before 1 January 2019, or the environmental permit must have been applied for before 1 July 2018. Applicants cannot receive subsidy for a heat pump that they have already been subsidised for, and cannot also claim the Energie-investeringsaftrek (EIA) tax benefit for the same unit. The heat pump must be new, not second-hand, and must not be installed by the applicant personally.
How it's scored
Applications are assessed against the published technical and eligibility conditions, including energy label requirements for units up to 70 kW, refrigerant and GWP rules from 2026, building age, energy consumption thresholds, and documentation completeness. Heat pumps above 70 kW are assessed individually by RVO on the basis of submitted product descriptions and technical documentation. No scoring weights or panel composition are disclosed on this page.
