In context
This call is open to small and medium-sized businesses, large companies and non-profits and 4 others. Funding is a grant. Coverage is read from the notice itself: Netherlands.
This Dutch RVO subsidy helps business users fund solar water heaters (zonneboilers) for their buildings or rented-out homes to cut fossil heating use. Applications are accepted until 31 December 2030.
About this grant
The ISDE (Investeringssubsidie duurzame energie en energiebesparing) scheme for business users provides a subsidy to help non-residential building owners and users decarbonise their heating by installing a solar thermal water heater (zonneboiler). The subsidy is intended to encourage investment in renewable heat in existing commercial buildings. The amount paid is calculated per kWh of annual solar energy contribution, and depends on the aperture area of the installed system and the installation date. For systems installed from 1 January 2024, the rate is €1.02 per kWh for up to 5 m2, €0.55 per kWh for more than 5 and up to 10 m2, and €0.28 per kWh above 10 m2. For systems installed between 1 January 2022 and 1 January 2024, the rate is €1.02 per kWh up to 10 m2 and €0.45 per kWh above 10 m2. Larger systems between 10 m2 and 200 m2 aperture area are eligible but are assessed individually under the 'Overig' meldcode. Applicants must apply for the subsidy before accepting the supplier's quote, and the solar water heater must be new, installed in the Netherlands by a certified installer, and kept for at least one year after the subsidy is finalised. The equipment must be listed on the meldcode list of approved solar water heaters, or be supported with product descriptions and technical documentation if not listed. The system must be commissioned within 24 months of the subsidy decision, and a request for final settlement (vaststelling) must be submitted within 13 weeks of installation. The scheme targets buildings constructed before 1 January 2019, or where the environmental permit was applied for before 1 July 2018. Each solar water heater receives subsidy only once, and no subsidy is available if the investment also benefits from the Energie-investeringsaftrek (EIA) tax deduction.

Eligibility
Business users (zakelijke gebruikers) who own or use a non-residential or business building in the Netherlands may apply. The solar water heater must be new, installed in the Netherlands in a building constructed before 1 January 2019 (or with an environmental permit applied for before 1 July 2018), and installed by a certified building installation company rather than the applicant. The applicant must not have previously received subsidy for the same solar water heater and must not claim the Energie-investeringsaftrek (EIA) for it. The page is open for applications as of the review date of 17 December 2025.
How it's scored
Applications are assessed for compliance with the scheme conditions rather than competitively scored. The subsidy amount is determined by the aperture area of the system and annual solar energy contribution in kWh, with applications for systems not on the meldcode list assessed individually against product descriptions and technical documentation. Systems that do not meet RVO requirements are rejected. No panel composition or weighting is described.

About this sector
Renewable energy funding covers solar, wind, hydropower, geothermal and bioenergy, from early research to grid-scale deployment. Public money tends to back demonstration, grid connection and access to energy in emerging markets, while procurement notices buy installation, operation and maintenance. Calls often ask for proof of resource assessment, permitting progress and local partners.
