About this grant
The Plan d'aides à la modernisation et à l'innovation de la flotte fluviale (PAMI) is a funding scheme run by Voies navigables de France (VNF) to support the modernisation and greening of the inland waterway fleet. The page covers the 2023-2027 scheme, which replaces the earlier application process. Applications are filed exclusively online through the PAMI Connect platform, which opened on 23 January 2023. The page describes the scheme as covering four components (volets) and links to a separate overview of them, along with examples of concrete achievements. It also links to a checklist of the documents required for any PAMI application and to an end-of-project report template for funded projects. The scheme addresses the transition of inland waterway transport towards lower-emission and more innovative vessels. Projects are assessed on their maturity, the impact of the aid, and the relevance and impact of the project itself. The page does not give a detailed list of eligible expense types or the financing rate. Four jury sessions are scheduled for 2027, each with a submission deadline in the preceding month: 5 January, 12 March, 28 May and 15 September 2027 for juries on 5 February, 12 April, 28 June and 15 October 2027 respectively.

Projects are scored on four criteria reflecting how well they respond to current inland waterway transport challenges: maturity (out of 4), impact of the aid (out of 6), relevance and impact of the project (out of 9), and quality of the project presentation (out of 1). Only projects scoring 12 or more are eligible, and funding is limited to the available budget.
