About this grant

Royal Decree 451/2022, approved by the Spanish Council of Ministers on 14 June 2022, regulates the direct granting of aid to finance sustainable energy strategies for the Balearic Islands (Illes Balears) and the Canary Islands (Canarias), within the Spanish Recovery, Transformation and Resilience Plan (PRTR) funded by NextGenerationEU. The decree sits within Component 7 ('Despliegue e integración de renovables') and specifically Investment 2 (C7.I2), 'Energía sostenible en las islas'. Its purpose is to address the specific challenges of island energy systems, chiefly by strengthening firmness and dispatchability of renewable generation through new electricity generation installations, singular projects and sustainable energy strategies, with storage identified as a key tool for supply security and renewable integration. The funds are channelled through the two regional governments, which have developed operational programmes: the 'Estrategia de Energía Sostenible en las Islas Canarias' and the 'Plan de Inversiones para la Transición Energética de les Illes Balears'. Part of the budget is managed by the autonomous communities through agreements, calls for aid, tenders or other instruments within their competences, and part is managed centrally by IDAE, jointly for both archipelagos or separately depending on the actions. IDAE coordinates and monitors the aid, while the communities are the direct beneficiaries. Applications are submitted when and as the regional governments set out in their own calls, which must follow the operational programmes. The total amount of subsidies is 498,700,000 euros, of which 197,000,000 euros is allocated to the Balearic Islands and 301,700,000 euros to the Canary Islands. The aid amount is set by each autonomous community per call in line with State aid rules, and the bases reguladoras are established by the communities consistent with the decree. Eligible actions are those of beneficiary entities contemplated in the operational programmes and fall within the projects defined under Investment 2 of Component 7. The decree was amended by Royal Decree 186/2024 of 20 February to adapt it to the Addendum to the Plan. The validity of the actions runs from the day after publication in the BOE until 30 June 2026.
