About this grant

SOLBAL 2 is a capital investment aid programme run by IDAE (Instituto para la Diversificación y Ahorro de la Energía) for the construction and commissioning of solar photovoltaic electricity generation facilities located in the Balearic Islands (Illes Balears). The programme is co-financed by the European Regional Development Fund (FEDER) and is regulated by bases set out in Orden TEC/1380/2018 as amended by Orden TED/1035/2024. The second call was established by a Resolution of 17 December 2020 and resolved in 2021, and the page also reports deadline extensions for completing works and justification. The aid supports installations of more than 100 kW nominal inverter power (measured as the sum of inverter nominal powers for eligibility, with installed capacity for aid calculation based on peak module power), connected to the distribution and/or transport network, occupying no more than 20 hectares. Self-consumption installations and integrated storage are also eligible. Excluded are installations that previously received the specific remuneration regime under RD 413/2014 (unless expressly waived), used or non-new main equipment, facilities not connected to the grid, and those lacking the required grid-access guarantee or access request. Projects are grouped into three types: IT1 rooftop or car-park canopy installations, IT2 ground-mounted up to 5 MWp, and IT3 ground-mounted above 5 MWp. Aid is a non-repayable grant, with an optional FEDER advance, awarded by competitive concurrence and scored by unit aid requested per MWp, solar resource, and administrative feasibility, with a maximum of 24 points. Aid is incompatible with other public aid for the same purpose, and a cap of EUR 15,000,000 per company per project applies.

Eligibility

Beneficiaries must be legal persons meeting the requirements of the call bases and of Ley 24/2013 on the Electricity Sector. Excluded are legal persons subject to Article 13 of Ley 38/2003 General de Subvenciones prohibitions, those subject to pending recovery orders for aid declared illegal by the European Commission, and undertakings in difficulty under the EU Rescue and Restructuring Guidelines (2014/C 249/01). The geographic scope is restricted to the Illes Balears. Eligible installations must be new-equipment solar PV above 100 kW, connected to the grid, under 20 ha, and must not have previously been granted the RD 413/2014 specific remuneration regime unless expressly waived before the aid resolution. Public administrations that do not require an economic guarantee are exempt from that requirement.

How it's scored

Applications are scored out of 24 points by IDAE under Annex I of the call. Criteria are: unit aid amount requested in EUR/MWp (maximum 8 points), solar resource (maximum 10 points), and administrative feasibility (maximum 6 points). Ties are broken first by the unit aid score, then by the solar resource score, then by the date, hour and minute of submission. Evaluation is through competitive concurrence on a non-discriminatory tender basis assessing administrative, economic and technical requirements. The page does not describe the panel composition.
