About this grant

The Subsidieregeling Aanschaf Emissieloze Touringcars (STour) subsidises the purchase or financial lease of new, fully emission-free (battery-electric) coaches by coach companies and public transport concession holders in the Netherlands. The scheme addresses the cost premium of electric coaches over diesel equivalents, which otherwise discourages fleet electrification in the passenger transport sector. The subsidy covers a percentage of the additional cost (meerkosten) of a battery-electric coach compared with an equivalent diesel model. The rate depends on company size: 60% for small enterprises (capped at EUR 180,000), 50% for medium-sized enterprises (capped at EUR 150,000) and 30% for large enterprises (capped at EUR 90,000). Coach companies may apply for up to 12 coaches each, and public transport concession holders for up to 15 coaches each. Vehicles must be new, M3 category with at least 8 passenger seats and a maximum mass above 5 tonnes, RDW-approved for at least 100 km/h, and must be held in the applicant's name for at least four years. Hydrogen-powered coaches are excluded and fall under the SWIM scheme instead. The 2026 round opened on 10 February 2026 and closes on 30 November 2026 at 17:00. The total budget is EUR 12,290,000, of which EUR 10,000,000 is reserved for coach companies and EUR 2,290,000 for public transport concession holders. Coach company demand already exceeds the available budget, so applications are processed in order of receipt, with notary-supervised lottery used if funds run out on a day with multiple complete applications. Concession-holder budget remaining after 30 November rolls over to coach companies. Applicants must submit a non-signed quote for the vehicle(s), a reference price proof no older than six months, and details of any other public subsidies. Applications are made online via eHerkenning at assurance level 3 with mandate 3. Successful applicants receive an award letter, a 70% advance payment, and the balance after a final subsidy determination request made within 12 months of award. Subsidies may be combined with the Energie-investeringsaftrek (EIA) but not with the Milieu-investeringsaftrek (MIA) for the same vehicle, and are reduced by other public support received. Early disposal or non-replacement within four years requires repayment pro rata.

Eligibility

Applicants must be registered with the Dutch Chamber of Commerce (KVK) and established in the Netherlands. The eligible groups are coach (touringcar) companies and holders of public bus transport concessions (concessiehouders voor openbaar busvervoer). Coach companies are capped at 12 vehicles per applicant and concession holders at 15. Applicants must own the vehicle for at least four years after purchase, registered with the RDW; financial leasing is permitted, with the lessee rather than the lessor receiving the subsidy, while operational lease applications are made by the leasing company. Applicants must hold a non-signed quote, as a signed quote is treated as a binding order that disqualifies the application. The vehicle must not have been registered before application. Hydrogen vehicles are excluded.

How it's scored

Applications are not scored competitively. They are processed in order of receipt by date, and where the budget is exhausted on a day with several complete applications, places are allocated by notary-supervised lottery based on the case number. The agency aims to assess applications within six weeks and must decide within a statutory 13 weeks. Completeness and compliance with the listed conditions determine eligibility.

About this sector

Electric mobility funding supports electric vehicles, charging infrastructure, battery supply chains and fleet transition for buses, vans and trucks. Public authorities buy vehicles and charge points through tenders, while grants back pilots and manufacturing. Applicants usually need site plans, grid capacity checks and an operator for the finished assets.
