About this tender
The Communauté d'Agglomération Béziers Méditerranée (CABM) is procuring works at Valras-Plage (Hérault, 34350) under a restarted open procedure. The initial procedure was declared unsuccessful for reasons other than the absence of bids, and the tender documents were amended accordingly. The project transforms the existing groyne (épi) at the Casino of Valras-Plage into an intermediate breakwater, and is paired with dredging and beach nourishment to address hydro-sedimentary problems, marked erosion, and increased vulnerability to marine submersion on this stretch of coast. The contract is divided into two lots, each awarded separately. Lot 1 (Brise-lames) covers extending and adapting the existing groyne, including a temporary access track; building the new breakwater from imported rock (enrochements d'apport); excavating at the base of the structure and spreading the excavated material on the beach behind it; removing the temporary track; and dismantling the existing groyne and evacuating its rock. Lot 2 (Dragage et rechargement en sable) covers mobilising and demobilising a stationary trailing suction hopper dredger, installing and removing the discharge pipeline, building settling basins (casiers de décantation), dredging, transporting and pumping sand, and then handling, transporting and spreading the sand on the beaches to be replenished. Services are paid by unit prices. The contract duration is 10 months. Variants are prohibited on Lot 1 but permitted on Lot 2 under the conditions set out in the consultation rules (RC) and technical specifications (CCTP). The buyer may award without negotiation, but negotiation conditions are described in the RC.
Bidder eligibility
Candidates must meet three conditions, with proof requirements set out in the Règlement de consultation (RC): (1) aptitude to pursue the professional activity; (2) economic and financial capacity; and (3) technical and professional capacities. The notice does not state specific thresholds, registrations, or reference projects; these must be checked in the RC.
How bids are scored
Award criteria are stated in the Règlement de consultation (RC) and are not reproduced in the notice. No price/quality split or weightings are disclosed in the notice. The buyer indicates it may award without negotiation, while also referring to negotiation conditions in the RC.
