The Consell Comarcal d'Osona is procuring the drafting of the Plan Integral de Gestió del Sistema de Sanejament (PIGSS) for the Manlleu wastewater sanitation system, located in Osona (NUTS ES511, ES513). Bidder eligibility

Economic and financial solvency: annual business volume of at least 1.5 times the estimated contract value, i.e. 379,356.17 EUR, evidenced by annual accounts (art. 87.1.a LCSP). Professional liability insurance covering at least the estimated contract value (252,904.11 EUR) per claim and in aggregate or per annual period, with a binding commitment to renew or extend cover for the whole contract term (art. 87.3.b LCSP). Evidence via insurance policy or certificate. Technical and professional solvency: a list of services of the same or similar nature performed in the last three years, at least three of which must be of the same or similar nature, stating amount, date and recipient, public or private (art. 90.1.a LCSP). Evidence via certificates or declarations of good performance. For each technical staff member offered: CV, professional registration or college membership certificates, and a responsible declaration of experience with works, execution years and a brief description. Commitment to allocate sufficient personnel and material means to the contract. Bidders may rely on the capacities of third-party entities (art. 75.2 LCSP) by submitting a written commitment, using Annex 2 of the tender documents.

How bids are scored

Total of 100 points across two groups. Price: 49 points. Automatic non-price criteria: 51 points, comprising (a) experience of additional profiles, 21 points, scored on the committed dedication level (% of a 37.5-hour week) and duration for each required specialist position (Clause 16 PCAP); (b) implementation of AI-based network diagnosis software, 10 points; (c) increase in network inventory for Masies de Roda and the Manlleu high-level network, 20 points. No criteria are subject to value judgement (0 points).
