About this tender
Vennesla kommune invites participation in a competition to establish a dynamic purchasing system (DIO) for the purchase of vehicles under 3.5 tonnes. The purpose is to ensure efficient, flexible and future-oriented procurement of vehicles for the municipality's operations, covering ongoing needs for new vehicle purchases while supporting the municipality's climate and environmental goals. The procurement includes passenger cars, vans and other vehicles under 3.5 tonnes. As a general rule, zero-emission vehicles shall be procured. The dynamic purchasing system is a two-step procedure: Step 1 involves a qualification phase where suppliers apply for admission to the system; Step 2 involves mini-competitions where qualified suppliers are invited to submit bids. No contract is concluded upon admission to the system; contracts are concluded only after a competition for each individual purchase. The system is fully electronic with all communication and bid submission via the buyer's KGV solution. The estimated total value for procurements under the system is approximately NOK 32 million (excl. VAT) over a period of up to 5 years, with a maximum value set at NOK 52 million (excl. VAT). The arrangement is open for continuous admission with new suppliers able to apply throughout the system's duration and applications being processed on an ongoing basis.
Bidder eligibility
Suppliers must demonstrate: (1) Paid taxes and fees (tax certificate); (2) Legally established enterprise (business certificate/registration); (3) Sufficient technical and professional qualifications, including: Authorization as a brand dealer; Environmental management system (e.g. ISO 14001, Miljøfyrtårn or equivalent); Quality assurance system (e.g. ISO 9001 or equivalent). The buyer reserves the right to reject suppliers that do not meet the qualification requirements or are covered by the exclusion rules in FOA § 24-2. Requirements for wages and working conditions must comply with applicable regulations.
How bids are scored
Allocation in mini-competitions will be based on criteria specified in each competition. Award criteria will normally include: Price; Technical and functional quality; Service and follow-up; Delivery time. All qualified suppliers will be invited to submit bids in mini-competitions. Bid deadline in mini-competitions will normally not be shorter than 10 days.
