About this tender
Gjøvik Kommune Fellesenhet Anskaffelser is procuring a framework agreement (rammeavtale) for operational leasing of service vehicles for the Gjøvik region (Innlandet, NO020). The agreement covers electric passenger cars (small and medium), vans (light and medium), special-purpose vehicles (specially adapted vehicles), and emergency or fuel-powered vehicles, mainly on 48-month lease periods. Most vehicles will serve health and care units, particularly Hjemmetjenester (home care). All units, departments and sections of the region may lease vehicles under the agreement. The procurement is a single-lot open procedure (LOT-0001) under Directive 2014/24/EU. It is run as a framework agreement without reopening of competition, with a maximum of one participant. The buyer may also exercise an option to buy out one or more vehicles at the end of the lease period; the option carries no obligation to buy out, and the supplier must state buy-out prices and terms in good time before expiry. The contract period runs from 01.01.2027 to 31.12.2029, with the buyer holding options to extend in up to two periods of 12 months each. Electric drive is a binding requirement for all passenger cars offered and delivered. For vehicle categories where combustion engines are permitted, Euro 6 or better is required. Climate and environmental requirements are set as binding specification requirements rather than as an award criterion. Estimated value excluding VAT is NOK 50,000,000, with a maximum framework value of NOK 65,000,000. No USD conversion was applied because the NOK exchange rate was not in the provided conversion table. Submission is electronic only, via the Artifik e-Tendering platform, in Norwegian.
Bidder eligibility
Mandatory selection criteria stated in the notice: (1) Settled tax and duty obligations (Skatteattest from tax authorities, max 6 months old; foreign bidders provide an equivalent certificate from their home country). (2) Enrolment in a relevant professional or commercial register, evidenced by a Firmaattest from Enhetsregisteret (Brønnøysund) or an equivalent register extract. (3) Health, safety and environment (HMS) requirements, including a signed HMS self-declaration (standard form, Annex 2 of the public procurement regulations) signed by top management and submitted with the bid. Subcontractors working in Norway must also meet HMS requirements. (4) Economic and financial capacity: creditworthiness without security requirement, e.g. an 'A' rating from Bisnode or equivalent, with a credit assessment from a recognised agency based on the latest annual accounts, dated no more than 3 months before submission. (5) Quality assurance/management system implemented by the supplier itself; ISO 9001 or equivalent certification is sufficient. (6) Environmental management system: ISO 14001, EMAS or Miljøfyrtårn certification, or a documented internal system with policy if no formal certification exists. (7) Technical references: a reference list of comparable contracts of the same type, complexity and size over the last 3 to 5 years, including description, contract value, year and client name; the buyer may contact references. Standard exclusion grounds under Directive 2014/24/EU and Norwegian national grounds also apply.
How bids are scored
Award is based on the most economically advantageous tender with the following weighted criteria: Price (Pris) 50%; Quality – offered vehicle models (Kvalitet, tilbudte bilmodeller) 40%; Quality – delivery time (Leveringstid) 10%. Climate and environmental requirements are not scored (0% weight). They are instead set as binding requirements in the specification, in line with anskaffelsesloven § 5 b second paragraph, namely mandatory electric drive for passenger cars and Euro 6 or better for combustion vehicles where permitted.
