Hankintajärjestelmän aikana toimittaja voi osallistua vain sellaisten osa-alueiden hankintoihin, joihin sen osallistumishakemus on hyväksytty. Dynaamisen hankintajärjestelmän aikana kaikki hankinnasta kiinnostuneet tarjoajat voivat hakea osallistumista järjestelmään täyttämällä hankintayksikön asettamat vähimmäisvaatimukset. Hankintajärjestelmään hyväksyttyjen toimittajien kesken kilpailutetaan laitehankinnat järjestelmän sisäisillä, kevennetyillä kilpailutuksilla.
