About this tender

Region Hannover (RH) is continuing its programme to fund photovoltaic (PV) planning services for municipalities in the region for the years 2026 to 2028. The support covers buildings owned by the municipalities or used, leased, or operated by them, including rented and contracted buildings. RH will procure an external engineering service provider (DL) to prepare PV system planning based on the HOAI (German fee regulation for architects and engineers) up to and including service phase 6, including a bill of quantities (LV). The municipalities will use the LV directly to tender the PV installations. The scope includes preliminary review through to execution planning and preparation of the LV. RH bears the project costs for these phases. The buildings are not known at the time of award, so orders will be placed on a rolling basis as soon as all documentation for a given building is available and funds remain. Each order covers planning including execution planning and an LV. Municipalities commit, on accepting the offer, to construct the planned PV systems. The service must be completed by the end of April 2029. Funding is indicated at approximately EUR 200,000 gross per year for 2026, 2027 and 2028, subject to budget approval. Once the allocated funds are exhausted or committed, no further orders can be placed with the provider.

About this sector

Renewable energy funding covers solar, wind, hydropower, geothermal and bioenergy, from early research to grid-scale deployment. Public money tends to back demonstration, grid connection and access to energy in emerging markets, while procurement notices buy installation, operation and maintenance. Calls often ask for proof of resource assessment, permitting progress and local partners.
