About this tender
The Ministry of Finance, as contracting authority, is establishing a dynamic purchasing system (DNS) for supervision services on public contracts for remediating old environmental burdens (staré ekologické zátěže, SEZ). Supervision means overseeing remediation contracts that another contractor carries out. Typical scope includes checking that works are purposeful and progressing properly, monitoring use of the approved budget and unit prices, verifying conformity with approved designs, technological procedures and legislation, and checking scope, quality and target parameters. The supervisor would issue opinions on proposed changes, sub-projects and interim, stage and final reports, prepare quarterly supervision reports and final reports with conclusions and recommendations, monitor new developments affecting the works, check waste handling by external facilities, attend monthly and quarterly control days on site, and record data in the SEKM database. Related services that may be procured under the DNS include health and safety coordination (BOZP), peer review (oponentní posouzení) of project documentation, feasibility studies and risk analyses, exploratory and monitoring work including sampling, and preparation of detailed supervision project documentation and itemised budgets as a basis for a separate supervision tender. Individual contracts will be awarded through calls for tenders under § 141 of the Czech Public Procurement Act, which will set out the detailed commercial and technical conditions. The page does not state the overall duration of the DNS or of individual contracts.
