About this tender

The Agència de l'Habitatge de Catalunya (AHC) is procuring the preventive and corrective maintenance of thermal installations and solar photovoltaic generation installations in housing buildings managed by the Agency. The contract is an open procedure under the harmonised regime, with a main CPV code of 50700000-2 (repair and maintenance services of building installations). Scope is divided into five geographic lots: Lot 1 Tarragona, Lot 2 Alt Penedès, Anoia, Baix Llobregat, Barcelonès and Garraf, Lot 3 Anoia, Bages, Barcelonès and Vallès Occidental, Lot 4 Alt Empordà, Baix Empordà, Cerdanya, Garrotxa, Gironès, Maresme, Osona, Pla de l'Estany, Ripollès, Selva and Vallès Oriental, and Lot 5 Lleida. Bidder eligibility

Economic and financial standing: (1) annual volume of business, evidenced by a responsible statement of the company's overall business volume; (2) civil liability insurance for professional risks, evidenced by an insurance policy or certificate. Technical and professional standing: a list of services or works of the same nature performed in the last three years at most, evidenced by a responsible statement. The specific minimum thresholds are not stated on the page and should be checked in the PCAP. Special execution conditions: compliance with the applicable collective agreement (conveni col·lectiu), work-life balance measures (conciliació vida laboral), and a vehicle fleet environmental condition (flota de vehicles). Each lot is scored on a 100-point basis with three criteria groups: Price (45 points), other automatic evaluation criteria (39 points), and qualitative criteria subject to value judgment (16 points for Lots 1, 2, 3 and 5; 19 points for Lot 4). Note that Lot 4 totals 103 points as published, which is inconsistent with the other lots. The detailed sub-criteria are in the PCAP, which is not reproduced on this page. Bids are evaluated in two envelopes: Sobre B (judgment-based criteria) and Sobre C (automatic criteria, including price), opened in sequence after the preceding envelope is opened.
