Bidders must submit the following through EKAP: a bid letter (teklif mektubu); documents proving authority to bid, including shareholder and management information for legal entities or power-of-attorney documents where bidding through an agent; a provisional guarantee (geçici teminat) of no less than 3% of the bid amount, at the bidder's chosen level; a joint venture declaration if bidding as a joint venture; and a domestic goods certificate (yerli malı belgesi) if claiming the domestic price advantage. The notice states no economic and financial capacity criteria and no professional and technical capacity criteria.

How bids are scored

The economically most advantageous tender is determined on price alone (sadece fiyat esasına göre). Domestic bidders offering domestic goods receive a 15% price advantage across the whole tender. No electronic auction (elektronik eksiltme) will be held. Bids remain valid for 90 calendar days from the tender date. Bidders whose price the commission judges abnormally low must provide an explanation under Article 38 of Law 4734.
